AN MD80 CAPT RPTS A CONTRACT TECHNICIAN WHEN DEFERRING THE #2 TCAS AND #2 RADIO ALTIMETER SYS PER THE MEL PULLED AND COLLARED #1 SYS TCAS AND #1 RADIO ALTIMETER CIRCUIT BREAKERS.

Narrative

FROM ZZZ1-ZZZ2 THE TCAS AND RADAR ALTIMETER FAILED. CONTRACT MECH IN ZZZ2 TOOK A LONG TIME TO CLR THE WRITE-UPS AND COORD THE APPLICATION OF MEL'S WITH MAINT CTL. ALMOST 90 MINS LATER WE WERE HANDED THE LOGBOOK AND ASKED TO REVIEW FOR ERRORS WHILE HE WAS PULLING CIRCUIT BREAKERS. HE ASKED FOR HELP IN LOCATING ONE; THEN ASKED FOR MORE CIRCUIT BREAKER COLLARS WHICH I HAD TO RETRIEVE FROM THE LIGHT BULB KIT. WHILE I WAS FIDGETING WITH A NON-COOPERATIVE BULB KIT DOOR; THE MECH; UNBEKNOWNST TO ME; PULLED THE CIRCUIT BREAKERS FOR THE OTHER MEL WITHOUT ASKING FOR HELP OR ASKING FOR CREW CONFIRMATION. ARRIVED IN ZZZ1 WITH MULTIPLE FLT INST WRITE-UPS AND THE MECH ADVISED THAT THE MECH IN ZZZ2 HAD PULLED THE CIRCUIT BREAKERS FOR BOTH RADAR ALTIMETERS WHEN HE SHOULD HAVE PULLED ONLY THE #2; WHICH MORE THAN LIKELY CONTRIBUTED TO THE ADDITIONAL FAILURES ENCOUNTERED BTWN ZZZ2 AND ZZZ1. WHEN THE MECH IS READY TO LEAVE THE FLT DECK; CONFIRM ALL NECESSARY CIRCUIT BREAKERS ARE PULLED AND DON'T LET HIM TOUCH ANYTHING AFTER THAT.
