MD80 NEARLY COLLIDES WITH TURBO PROP TWIN WHILE TAXIING TO GATE AT PHX.

Narrative

LNDG RWY 25L AT PHX. TWR HAD CLRED US TO CROSS RWY 25R AT TXWY F8 AND STAY WITH HIM TO THE GATE. AS WE CROSSED TXWY D WE HAD A NEAR COLLISION WITH A TURBOPROP TWIN WHO APPEARED OUT OF NOWHERE. I HAD JUST PREVIOUSLY CLRED TO MY L TO DETERMINE THE BEST ENTRY POINT. ABOUT 30 SECONDS LATER ALL I SAW WAS A FLASH IN MY L PERIPHERAL VISION AND LOCKED UP THE BRAKES. THE TWIN HAD TO DO THE SAME AND VEER L. HE ENDED UP IN FRONT OF MY WING. TXWY D IS ACTUALLY PART OF THE RAMP AREA AT THIS POINT AND THE TWIN WAS TAXIING IN EXCESS OF 30 MPH VERSUS THE 'BRISK WALK' MAX PER THE FAR'S. THE TWIN WAS ON GND FREQ SO WE COULD NOT COMMUNICATE NOR DID WE HAVE ANY SITUATIONAL AWARENESS OF OUR SURROUNDINGS PER RADIOS. DOES TWR AND GND NOT HAVE GND RADAR FOR THIS VERY REASON? SUPPLEMENTAL INFO FROM ACN 722226: NORMAL LNDG RWY 25L IN PHX. HELD SHORT OF RWY 25R. WHEN TWR CLRED US TO CROSS RWY 25R. THEY SAID CLRED TO CROSS RWY 25R AND CLRED TO TAXI TO PARK WITH THEM. WHEN CLRING RWY 25R IT TAKES ABOUT A 90 DEG R TURN ON TXWY E THEN A 90 DEG L TURN INTO THE RAMP AREA; XING TXWY; THIS POINT. JUST AS THE CAPT WAS COMPLETING THE SECOND 90 DEG TURN; HE HAD TO VERY AGGRESSIVELY APPLY THE BRAKES TO AVOID A COLLISION WITH A SMALL 2 ENG TURBOPROP ACFT. THE TURBOPROP ALSO AGGRESSIVELY STOPPED. THE TURBOPROP WAS TAXIING W TO E ON TXWY D; AND APPARENTLY WAS ON GND CTL FREQ WHILE WE WERE STILL WITH TWR. THERE WAS NO COLLISION NOR WERE THERE ANY INJURIES.
