FOREIGN ACR RPTS DIFFICULTIES UNDERSTANDING THE ENGLISH SPOKEN BY D10 CTLR AND MISSES ALT ASSIGNMENT.

Narrative

WE RECEIVED A CLRNC: 'NEYLIN 2 DEP' TRANSITION SAT MAINTAINING 10000 FT RWY 36R; NEAR KELLER AROUND 8000 FT WITH A CLB NEAR 3000 FAM; THE CTLR SAID: 'TFC SUCH POS; CLBING TO 11000 FT EXPECT HIGHER FEW MI.' THIS XMISSION WAS NOT CLR; DUE TO THE ENGLISH ACCENT OF THE AREA; THE PF IN THIS CASE WAS THE FO. ADJUSTED 11000 FT IN THE ALT SET; AS PLT MONITORING I ENQUIRED HIM IF THAT WAS THE CLRNC. HE TOLD ME THAT HE UNDERSTOOD THAT AND REQUESTED ME TO CONFIRM THIS WITH ATC. WHILE WE ARE TRYING TO CONFIRM THE CTLR REQUESTED OUR ALT. IN THAT MOMENT I ASKED HIM IF WE WERE CLRED TO CLB TO 11000 FT; AND THE CTLR SAID NEGATIVE; YOU WERE CLRED TO 10000 FT. SUDDENLY WE RETURNED TO 10000 FT. REACHING MOMENTARILY 10600 FT; THEN ATC TOLD US: 'NOW YOU ARE CLRED OF TFC CLB TO 17000 FT.' IN THIS NEW CLRNC THE PRONUNCIATION WAS COMPLETELY CLR AND GAVE US A PHONE NUMBER TO CALL. WE DID SO UPON ARR AND ATC SAID WE WERE IN A LOSS OF SEPARATION CONDITION DURING OUR DEV. AS AN ADDITIONAL COMMENT; THIS IS MY FIRST EVENT OF DEV IN 27 YRS IN COMMERCIAL FLTS. MAY I SUGGEST A BETTER PRONUNCIATION; ESPECIALLY WHEN FOREIGN CARRIERS ARE INVOLVED.
