PIPER PA-24 PLT HAS NMAC AT 3800 FT DEPARTING FROM DVT CITING CONGESTION AND CTLR WORKLOAD AS CONTRIBUTORY.

Narrative

I TOOK OFF ON RWY 7R. I NEEDED A LEFT TURN NW BOUND. I WAS TOLD CLB STRAIGHT OUT UNTIL DVT AND BEGIN LEFT TURN; CONTACT/MONITOR NORTH TWR FREQ 120.2 AFTER TURN. SHORTLY AFTER BEGINNING MY LEFT TURN (MAYBE A MILE OFF THE RWY) AND WHILE CLBING; A BONANZA CAME FROM MY LEFT REAR AND JUST SLIGHTLY BELOW AND CROSSED UNDER/IN FRONT MISSING BY MAYBE 40 FT. I WAS MAYBE DOING 100 KTS AS I WAS CLBING. THE BONANZA WAS A GOOD 50+ KTS FASTER. I WAS UNDER CONTROL OF DVT TWR AND RECEIVED NO TFC ADVISORIES OR WARNINGS. THERE WAS NO WAY I COULD HAVE SEEN THE BONANZA BEHIND AND SLIGHTLY LEFT AND WAS OF COURSE NOT LOOKING BEHIND THE ACFT ON A CLB WITHIN DVT AIRSPACE. THIS IS NOT THE FIRST INCIDENT. I BELIEVE DVT IS AN ACCIDENT WAITING TO HAPPEN. THE SYSTEM AND WHATEVER THAT ENTAILS IS NOT ADEQUATE AT THIS TIME TO HANDLE THE TRAFFIC LOAD AT DVT. I DO BELIEVE THE CTLRS ARE DOING THE BEST THEY CAN AND ARE SEVERELY OVERWORKED. BUT; I BELIEVE DVT IS CURRENTLY AN ACCIDENT WAITING TO HAPPEN. I ONLY HOPE IT DOESN'T TAKE A MID-AIR WITH FATALITIES TO BRING LIGHT TO THE SEVERELY DETERIORATED CONDITIONS AT DVT.
