QUICK 43 MIN FLT TO STL. CAPT (PLT MONITORING) OBTAINED ATIS AND GATE REQUIREMENT AS NORMAL JUST PRIOR TO DSCNT POINT INTO STL. CAPT RAN OPC NUMBERS AND I (PF) BRIEFED CAPT ON ILS RWY 30R APCH PROCS TO STL DUE TO WX OF 2.5 SM VISIBILITY AND MODERATE RAIN; OVCST 400 FT AND TEMP AT 0 DEGS C. RECEIVED VECTORS TO ENTER DOWNWIND TO MODIFIED FINAL TO INTERCEPT LOC CLRED FOR ILS APCH. WE MADE UNEVENTFUL LNDG IN THE RAIN; GOT TO THE GATE SAFELY AND CAPT GOT OUT OF FLT DECK FOR NORMAL STRETCH. CAPT RETURNED AND INDICATED THAT THE DISPATCHER HAD ACCUSED HIM OF LNDG ILLEGALLY WITH MODERATE FREEZING RAIN. WE BOTH REVIEWED ALL THE INFO AT HAND AND HAD NO INFORM INDICATING SUCH PRIOR TO OUR APCH. DUE TO TOUCHING DOWN AT XA59 AND ARRIVING AT THE GATE AT XB04; I SUSPECT ATIS WAS JUST RELEASED WITH NEW OBSERVATION OF MODERATE FREEZING RAIN. BOTH CAPT AND I DID NOT RECALL TWR CTLR OR APCH CTLR MAKING AN ADVISORY CALL STATING THE NEW OBSERVATION PRIOR TO OUR LNDG. DUE TO WX CONDITIONS; WE COULD HAVE REQUESTED AN UPDATE ON CONDITIONS JUST PRIOR TO LNDG; BUT THAT COULD VERY WELL BE TOO DISTRACTING WHILE LNDG IN MODERATE RAIN SHOWERS. SUPPLEMENTAL INFO FROM ACN 723554: I DON'T THINK IT WOULD BE WISE TO BE TYPING DURING A LOW VISIBILITY ILS APCH. A MESSAGE FROM DISPATCH WOULD HAVE SOLVED THIS IN MY OPINION.
