LCH CTLR EXPRESSED CONCERN REGARDING POSSIBLE RWY INCURSIONS RESULTING FROM ARPT MOVING HOLD LINES WITHOUT FAA ATC COORD.

Narrative

ARPT MGMNT DECIDED SOME TIME AGO TO REPAINT THE HOLD SHORT LINE FOR RWY 15 AT LCH. DURING THIS TIME THEY ALSO MOVED THE HOLD SHORT BACK SOME DISTANCE AND DID NOT ADVISE OR COORD THE CHANGE ATC. OVER THE PAST SEVERAL MONTHS; WE HAVE OUR SECONDARY RWY; RWY 5/23; WITH A COMMON INTXN OF TXWY K FOR ACFT ARRIVING RWY 23 TO EXIT AND ACFT DEPARTING RWY 5. THIS TXWY IS NOW INSIDE THE HOLD SHORT LINE AND WITH AN ACFT HOLDING SHORT RWY 5 AT INTXN K; YOU CAN NO LONGER CLR ACFT TO TAKE OFF OR LAND RWY 15/33 BECAUSE THE AREA IS CONSIDERED TO HAVE AN ACFT ON IT DUE TO THE HOLD SHORT LINE BEING MOVED FOR RWY 15. THE APT MGR DID NOT ADVISE ATC MGMNT; OR ANY FAA PERSONNEL OF THIS; THEREBY HE MAY HAVE CAUSED ATC PERSONNEL TO UNKNOWINGLY HAVE A RWY INCURSION. I DO NOT KNOW THE REQUIRED DISTANCE FROM RWY EDGE TO HOLD SHORT LINE REQUIRED BY THE FAA; BUT I AM RESEARCHING THIS TO TRY AND GET A DEFINITIVE ANSWER. THE ARPT'S MGR CREATED AN UNSAFE SITUATION BY NOT ADVISING THE FAA OF THE CHANGE AND NOT EXPLAINING AS TO WHY THIS WAS DONE.
