JFK LCL CTLR EXPRESSED CONCERN REGARDING AN ONGOING PROB WITH ONE ACR'S RWY EXIT PROC.

Narrative

I WAS WORKING LCL COMBINED; RWYS 31L AND RWY 31R. ACR X HVY B747 ARRIVED RWY 31R AND AFTER ISSUING SUCCEEDING ARR TFC TO ACR Y; DHC8; I INSTRUCTED ACR Y TO TAXI INTO POS AND HOLD ON RWY 31R. PRIOR TO ACR X ARR; I HAD ASKED HIM HIS GATE NUMBER X; WHICH REQUIRES THE ACFT TO MAKE A L TURN ON TXWY A; FROM TXWY V; IN ORDER TO PROCEED INTO THE TERMINAL. IN THE PAST WE HAVE HAD PROBS WITH ACR X ARRS TO GATES STOPPING ON THE TXWY AS THEY EXIT THE RWY; USUALLY LEAVING THE TAIL OF THE ACFT HANGING OVER THE HOLD BAR LINES (THIS HAS NOT BEEN A RECURRING PROB WITH ANY OTHER AIRLINE). AS ACR X WAS USING GATE X; I DID NOT FORESEE THIS TO BE A PROB. AFTER ISSUING EXPLICIT INSTRUCTIONS TO ACR X TAXI L AT TXWY V; THEN L ON TXWY A (REMAINING ON MY FREQ); I WATCHED THE ACFT BEGIN HIS TURN OFF THE RWY; AND ANTICIPATING SEPARATION AND ADVISING ACR Y THAT TFC WAS EXITING DOWNFIELD; I CLRED ACR Y FOR TKOF. I TURNED BACK TO SEE IF ACR X WAS CLR; SAW THAT THE ACFT HAD COMPLETELY STOPPED AND THAT HIS TAIL WAS STILL ON RWY 31R. I CANCELED ACR Y'S TKOF CLRNC AS HE WAS APCHING THE INTXN OF RWYS 31R AND 22R; AND INSTRUCTED ACR Y TO EXIT THE RWY AT TXWY E. AT THIS TIME; ACR X FINALLY EXITED THE RWY; BUT IMMEDIATELY STOPPED HIS ACFT AGAIN (AT LEAST HE WAS CLR THIS TIME). THE PLT MADE UP AN EXCUSE ABOUT HAVING PROBS WITH HIS ENGS; BUT DID NOT REQUIRE ASSISTANCE. BY NOW THE NEXT ARR WAS ROLLING OUT; BUT WAS UNABLE TO EXIT THE RWY AT TXWY V; AS ACR X WAS STILL BLOCKING THE EXIT. THIS ACFT WAS ROUTED AROUND TO THE OTHER SIDE OF THE RWY DELAYING THEIR ARR TO THEIR TERMINAL. ACR X FINALLY CONTINUED TO THE RAMP. AS NOTED IN THE FIRST PARAGRAPH; THIS HAS BEEN A RECURRING PROB WITH ACR X FLTS AND THE ACR X RAMP. THEY HAVE BEEN ISSUED INSTRUCTIONS TO KEEP MOVING AWAY FROM RWY 31R AT TXWY V; BUT AS THIS IS ALSO THE ENTRANCE TO THE ACR X RAMP FOR GATES; THE RAMP WILL OFTEN ISSUE THEM INSTRUCTIONS TO HOLD; WHICH EFFECTIVELY BLOCKS THE MAIN RWY EXIT. THIS HAS CAUSED OTHER ACFT TO STOP ON RWY 31R; AND HAS ALSO LED TO MANY MISSED APCHS. DESPITE NUMEROUS COMPLAINTS TO ACR X AND THE JFK TWR OFFICE; THIS PROB HAS CONTINUED FOR MANY YRS. I FEEL THAT THE ACTIONS OF ACR X CONSTITUTE A PLTDEV AS HE FAILED TO FOLLOW EXPLICIT TAXI INSTRUCTIONS; CAUSING ANOTHER ACFT TO ABORT HIS TKOF. I AM NOT FILING A DEV; HOWEVER; AS UNDOUBTEDLY HE WILL USE THE BOGUS ENG PROB AS AN EXCUSE; AND I DO NOT FEEL THAT FILING SUCH PAPERWORK WOULD SOLVE THIS RECURRENT PROB. ALSO; IN MOST OF THESE CASES; THE ACR X RAMP IS AS MUCH AT FAULT FOR ISSUING TAXI INSTRUCTIONS OUTSIDE OF THEIR AREAS OF RESPONSIBILITY. LIKE MANY AIRLINES THEY CONSIDER ACTIVE TXWYS TO BE AUXILIARY PARKING LOTS FOR THEIR TERMINALS AND NEVER TAKE INTO CONSIDERATION THAT THESE COMMON USE AREAS ARE FOR ALL TFC. IN CLOSING; I WILL SAY AGAIN; THIS HAS BEEN GOING ON FOR MANY YRS WITHOUT REDRESS; AND I'M SURE YOU HAVE SEVERAL PREVIOUS RPTS ON THE SAME ISSUE.
