EMB145 FLT CREW USE INCORRECT PROCS DURING LNDG ON CLUTTERED RWY.
Narrative
THE EVENT OCCURRED ON A SNOW COVERED SLICK RWY. ON LNDG ON SNOW-COVERED RWY WITH NO RECENT BRAKING ACTION RPT; I TOOK CTLS FROM THE FO NOTING THE ACFT WAS NOT SLOWING. AFTER ABOUT 50% RWY AND VERY POOR BRAKING ACTION I POINTED TO THE #2 ENG START STOP SWITCH AND ASKED IF HE WAS OK WITH SHUTTING DOWN THE R ENG TO REDUCE RESIDUAL THRUST AND ALLOW FOR SHORTER STOPPING DISTANCE. WE SUCCESSFULLY STOPPED AND TURNED OFF AT A2 THE REVERSE HIGH SPD JUST BEFORE THE END. THE FLT WAS UNEVENTFUL AND WE RPTED THE BRAKING ACTION AS POOR TO GND CTL. I BECAME AWARE YESTERDAY AT ABOUT XA30 LCL OF A REPORT AND FELT THAT I SHOULD RESPOND. THIS WAS A PIC DECISION BASED ON MY PREVIOUS EXPERIENCE OF NON THRUST REVERSER EQUIPPED ACFT SUCH AS THE T39 (SABRELINER) AND ORIGINAL DH125 WHERE IT IS REQUIRED TO SHUT DOWN THE #2 ENG AND STOP THE ACFT EFFECTIVELY; AND UTILIZED THAT EXPERIENCE TO BRING THE ACFT TO A SAFE STOP ON THE RWY. WAS NOTIFIED BY CHIEF PLT YESTERDAY. TRAINING FOR SLICK RWYS AND EXPANDING THE COMPANY AND MANUFACTURER'S RESOURCES FOR NON THRUST REVERSER EQUIPPED ACFT OR RESTRICTING THEIR USE IN WINTER OP TO KNOWN CONDITIONS.
