Narrative
ACFT X HAD AN MEL (ANTISKID FAULT STATUS MESSAGE) UPON ARR IN ZZZ1; FLT Y; THIS MEL WAS CLRED IN ZZZ1 PRIOR TO DEP TO ZZZ2; FLT X; BY REPLACING THE ANTISKID CTL UNIT. DURING THE FLT (X); PLT RPTED AN ANTISKID FAULT STATUS MESSAGE. I INFORMED THE PLT THE PLAN WAS TO DEFER THE ANTISKID. AT THAT TIME; DISPATCH WAS BROUGHT INTO THE LOOP AND IT WAS DECIDED TO DIVERT TO ZZZ. I CALLED OUT LCL MAINT; AND WE PLACED THE ANTISKID ON MEL IN ACCORDANCE WITH MEL. JAN/TUE/07: ZZZ3 MAINT CLRED MEL DURING THE NIGHT OF JAN/MON/07. UPON DEP FROM ZZZ3; THE ANTISKID FAULT STATUS MESSAGE RECURRED AND THE MAINT CTLR PLACED THE SYS ON MEL AGAIN. WHEN I CAME ON SHIFT AT APPROX XA00 JAN/TUE/07; I WAS MADE AWARE THAT ACR X HAD BEEN RE-MEL'ED. LATER IN THE EVENING; FLT OPS CAME IN AND WE DISCUSSED WHY FLT X DIVERTED TO ZZZ THE PREVIOUS DAY. DURING THIS DISCUSSION I BECAME AWARE THERE WAS A LIST OF EICAS MESSAGES IN THE CRJ EMER/ABNORMAL CHKLIST. I REVIEWED THIS LIST; BUT IT DID NOT HAVE A COLUMN TITLED 'MESSAGE IMPACT.' I THEN HAD A DISCUSSION WITH MAINT TECHNICIAN DEPT; AND HE BROUGHT TO MY ATTN THE EICAS MESSAGE LIST WAS IN THE MANUAL. WE LOOKED UP THE STATUS MESSAGES AND DISCOVERED THE ANTISKID FAULT STATUS MESSAGE WAS A 'NO DISPATCH' MESSAGE. AT THIS TIME; ACFT WAS IN ZZZ3 FOR THE ROUTINE OVERNIGHT; AND I INFORMED ZZZ3 MAINT THAT THIS MEL MUST BE CLRED PRIOR TO DISPATCH ON THE MORNING OF JAN/WED/07. I ALSO SENT AN E-MAIL TO ALL MAINT CTLR ADVISING THEM NOT TO UTILIZE MEL FOR AN ANTISKID FAULT STATUS MESSAGE.
