REPORT ALLEGES ERRONEOUS RWY BRAKING ACTION REPORTS AT PTK RESULTED IN A RWY EXCURSION AFTER LANDING.

Narrative

ACFT WAS EXECUTING APCH TO RWY 9R AT PTK. TWR ADVISED PLTS THAT LNDG CLRNC WILL BE GIVEN ONCE TRUCKS VACATED RWY. LNDG CLRNC WAS GIVEN INSIDE FAF. WHEN PLTS GOT RWY IN SIGHT; NO TRUCKS WERE NEAR RWY NOR WAS THERE ANY INDICATION OF ACTIVITY ON THE RWY (IE; TRACKS IN SNOW). TWR RPTED BRAKING ACTION AS 'FAIR' WITH LNDG CLRNC. ACFT TOUCHED DOWN AS PER ACFT FOM AND WAS UNABLE TO STOP BY THE END OF THE RWY AND DEPARTED THE PREPARED SURFACE A SMALL DISTANCE. MINOR DAMAGE WAS DONE TO ACFT FROM RWY EDGE LIGHTING. NO INJURIES RESULTED. PLTS INFORMED TWR THAT THE BRAKING ACTION WAS 'NIL' AND WERE ABLE TO TAXI TO PARKING UNEVENTFULLY. WITHIN MINUTES; TWR CLRED TFC FOR TKOF AND RPTED THE BRAKING ACTION AS 'FAIR.' THIS SAFETY RPT IS BEING SUBMITTED TO DOCUMENT THE PTK TWR'S MISREPRESENTATION OF THE RWY BRAKING STATUS. THERE WAS NO INDICATION THAT A VEHICLE WAS ON THE RWY PRIOR TO THE INCIDENT TO MAKE A BRAKING ACTION RPT; AND WHEN THE BRAKING ACTION WAS RPTED BY THE PLTS TO BE 'NIL;' THE TWR CONTINUED TO RPT 'FAIR.'
