A DHC6 OPERATOR OBTAINED VERBAL APPROVAL FROM THE FAA PRINCIPAL MAINT INSPECTOR FOR #2 ENG EXTENDED OVERHAUL LIMIT; BUT FAILED TO PROVIDE FAA REQUIRED WRITTEN NOTICE OF PLANNED MAINT ACTION.
Narrative
THE #2 ENG ON THE ACFT WAS ON AN APPROVED EXTENDED OVERHAUL LIMIT BY THE PREVIOUS OPERATOR. PRIOR TO OP; THE MAINT PROGRAM WAS DISCUSSED WITH THE PRINCIPAL MAINT INSPECTOR (PMI) AT THE FLT STANDARDS DISTRICT OFFICE (FSDO) OF THE FAA; ALONG WITH OUR INTENT TO CONTINUE TO OPERATE THE ENG FOR THE REMAINING 250 (APPROX) HRS. ALTHOUGH THE PMI AGREED WITH OUR PROPOSED COURSE OF ACTION; THE COMPANY FAILED TO PROVIDE WRITTEN NOTICE TO THE FSDO PRIOR TO THE START OF OPS. THIS FAILURE COULD BE INTERPED AS A VIOLATION OF 14 CFR; PART 91-409 (F); IN THAT WE DID NOT PROVIDE THE INFO RELATED TO THE SELECTED PROGRAM TO THE FAA IN WRITING. AS A RESULT; THE COMPANY OPERATED THE #2 ENG ON THE DHC6 ACFT BEYOND THE MANUFACTURER'S RECOMMENDED ENG OVERHAUL LIMIT BTWN JAN/TUE/07; AND FEB/TUE/07 (FOR A TOTAL OPERATING TIME OF 25 HRS AND 35 MINS). UPON DISCOVERY OF THIS PROB; THE COMPANY REMOVED THE ACFT FROM SVC AND NOTIFIED THE PMI AT THE FSDO (FEB/WED/07). A LETTER WAS PREPARED ON FEB/THU/07; AND PRESENTED A LETTER TO THE FSDO CLARIFYING THE PROGRAM GUIDELINES. THE FSDO ACCEPTED THE PROGRAM AND THE COMPANY RETURNED THE ACFT TO SVC ON FEB/FRI/07.
