Synopsis

A PA22 PILOT LANDING IN CROSSWIND EXCEEDING HIS ACFT'S CERTIFICATION LIMIT LOST CTRL; EXITED THE RWY AND BECAME AIRBORNE.

Narrative

ON MAR/SAT/07; PLT WAS GOING TO FLY ACFT IN THE TFC PATTERN AT ZZZ. UPON LISTENING TO THE ATIS; THE WIND WAS 240 DEGS AT 14 KTS; WHICH MADE FOR AN ESTIMATED 10 KT DIRECT XWIND COMPONENT. THE PA22 HAS A DEMONSTRATED 14 MPH XWIND LNDG LIMIT. AFTER DEP; THE TWR WAS RPTING WINDS AT 260-280 DEGS AT 18 KTS; GUSTING TO 24 KTS. UPON APCHING TO LAND ON RWY 18L; 1 NOTCH (20 DEGS) OF FLAPS WAS SELECTED AND AN APCH SPD OF 70 MPH WAS USED. FULL R XWIND CTL INPUTS WERE APPLIED (FULL R AILERON AND 75% L RUDDER). ACFT TOUCHED DOWN ON CTRLINE; R WING LOW AND WAS MAINTAINING TRACK WITH L WHEEL STILL OFF THE GND. BRAKES WERE APPLIED TO SLOW ACFT. ACFT HAS 'JOHNSON BAR' SINGLE BRAKE LEVER THAT ACTUATES BOTH BRAKES AT ONCE. UPON APPLICATION OF BRAKES; ACFT SLOWED AND TRACKED STRAIGHT UNTIL L WHEEL CONTACTED RWY. L WHEEL LOCKED UP AND SKIDDED; CAUSING ACFT TO PIROUETTE TO THE L. ONCE ACFT PIROUETTED TO THE L; XWIND CONTINUED TO PUSH ACFT TOWARDS L SIDE OF RWY. ACFT DEPARTED RWY INTO GRASS. A 10 FT DEEP DITCH WAS 100 FT TO L SIDE OF RWY. UPON SEEING THAT ACFT WOULD LIKELY SKID INTO DITCH; FULL PWR WAS APPLIED. ACFT WAS CONFIGURED FOR SHORT FIELD TKOF AND ACCELERATED IN GND EFFECT; SKIPPED ACROSS THE GND AND DITCH; IMPACTING ON THE FAR SIDE. IMPACT CAUSED THE ACFT TO BECOME AIRBORNE; ACFT SLOWLY GAINED ALT; AVOIDING CHAIN LINK FENCE; SHIPPING CONTAINERS AND LIGHT POLES BY ABOUT 10 FT. ACFT WAS ALLOWED TO ACCELERATE AND CLB AWAY. PLT NOTIFIED TWR THAT HE WAS BACK IN CTL OF THE ACFT; LNDG ON THE E/W TXWY J AT THE ARPT. TWR REQUESTED A SIMULATED APCH TO SEE IF THE ACFT COULD SAFELY MAKE APCH. EMER EQUIP WAS POSITIONED NEXT TO TXWY J. PLT LANDED ACFT ON RWY 18L CROSSWAYS AND TAXIED ONTO TXWY J TO FULL STOP. WINDS AT THE TIME OF LNDG WERE 280 DEGS AT 20 KTS. NO DAMAGE TO THE ACFT; ARPT INFRASTRUCTURE OR SURROUNDING COMMUNITY WAS SUSTAINED. PLT CONTACTED ATC VIA PHONE AND RPTED NAME; PHONE NUMBER. THE STATED REASON WAS BECAUSE OF POSSIBLE DAMAGED SUSTAINED TO LNDG GEAR AFTER IMPACTING GND AND EXCESSIVE XWIND. ARPT POLICE REQUESTED PLT'S NAME AND ADDRESS FOR ADMINISTRATIVE PURPOSES. WIND CONDITIONS FROM TIME OF ATIS RECORDING TO TKOF HAD CHANGED SIGNIFICANTLY AND EXCEEDED THE DEMONSTRATED XWIND LNDG CAPABILITIES OF THE ACFT AND PLT.
