A CL600 DURING A SPOILER BONDING WIRE REPLACEMENT HYDRAULIC POWER WAS INADVERTENTLY APPLIED CAUSING SPOILER DAMAGE.

Synopsis

A CL600 DURING A SPOILER BONDING WIRE REPLACEMENT HYDRAULIC POWER WAS INADVERTENTLY APPLIED CAUSING SPOILER DAMAGE.

Narrative

PRIOR TO STARTING THE REMOVAL OF THE BONDING WIRE I WENT TO THE BOOK TO FIND THE PROC WHICH HAS NO HYD PRECAUTIONS ONLY ELECTRICAL. I USED THIS TASK TO REPLACE THE BONDING WIRE AND WHILE WE WERE WORKING LEAD TECHNICIAN TURNED ON HYDS. AFTER THE EVENT I ASKED LEAD TECHNICIAN WHAT HAPPENED AND SHE SAID 'I SAW YOU GUYS WORKING ON THE SPOILER BUT I TURNED ON HYDS ANYWAY; I JUST WASN'T THINKING.' SHE ALSO STATED THAT 'SHE DIDN'T THINK THE HYDS WOULD AFFECT THE SPOILERS.' DURING A SVC CHK I WAS REPLACING A BONDING WIRE ON A FLT SPOILER WHEN THE HYDS WERE ACTUATED BY THE LEAD TECHNICIAN WITHOUT NOTIFYING THE OTHER MECHS OR CHKING TO SEE IF THE CTL SURFACES WERE CLR. MY SCREW DRIVER WAS WEDGED BTWN THE SPOILER AND THE WING WHICH RESULTED IN DAMAGE TO THE ACFT. THE SPOILER WAS CHANGED. THE TASK FOR CHANGING THE BONDING WIRE HAS ONLY ELECTRICAL PRECAUTIONS NOT PRECAUTIONS FOR THE SYS THE WIRE IS ATTACHED TO. AT THE END OF THE NIGHT MAINT WAS FILLING OUT THE PAPERWORK AND USED THE REMOVAL OF THE FLT SPOILER TASK FOR THE BONDING WIRE SIGN-OFF INSTEAD OF BONDING WIRE PROC. HE ASKED ME TO SIGN THE BONDING WIRE AND STILL BEING FLUSTERED AND SHAKEN-UP FROM ALMOST LOSING MY HAND I DIDN'T THINK TO CHK THE REF THAT I WAS SIGNING. THE REASON THE SPOILER REF WAS USED FOR THE BONDING WIRE SIGN OFF WAS BECAUSE AT THAT TIME WE HAD BEEN REMOVING THE DAMAGED SPOILER.
