Narrative
WE WERE CLRED FOR TKOF ON RWY 32 AT ICT. WE WERE FAIRLY LIGHT WT (98000 LBS) CARRYING ONLY 72 SOULS ON BOARD. AS WE WERE TAKING THE RWY; ANOTHER PLANE (SOME SORT OF CESSNA JET) WAS TAXIING N ON TXWY D. THAT PLANE (OR SO WE THOUGHT) STARTED TALKING TO TWR ABOUT A HAWK CIRCLING THE AIR FIELD. WE COMMENCED OUR TKOF ROLL. THE PLANE AND TWR CONTINUED TALKING ABOUT THE HAWK. AS WE WERE ROLLING (NOT SURE WHAT SPD BUT IN THE HIGH SPD REGIME); SEEING THE PLANE CONTINUE AT THE SAME TAXI SPD; I VERBALIZED TO THE CAPT 'IS HE GOING TO STOP?' REFERRING TO THE PLANE HOLDING SHORT OF OUR RWY ON TXWY D. RIGHT AFTER THAT IT WAS CLR HE WAS NOT GOING TO STOP SHORT OF OUR RWY. I GOT ON THE RADIO AND EITHER ONCE OR TWICE YELLED 'HOLD SHORT!' THE CAPT LOOKED DOWN AND SAW WE WERE AT VR SO HE ROTATED AND CLRED THE ACFT (NOT SURE BY HOW MUCH). NOT SURE EXACTLY WHERE THE CESSNA ENDED UP OR HOW FAR OUT ON THE RWY THE PLANE GOT AS I LOST SIGHT OF HIM. CAPT DID NOT HAVE TO ROTATE EARLY OR ANYTHING DIFFERENT ON THE TKOF. TWR IMMEDIATELY TOLD US THAT PLANE WAS TOLD TO HOLD SHORT. AGAIN; WHEN WE WERE SWITCHED TO DEP TWR AGAIN SAID HE WAS TOLD TO HOLD SHORT. GOT LUCKY! 5000 MORE LBS ON THE ACFT AND WE WOULD HAVE BEEN IN TROUBLE! SUPPLEMENTAL INFO FROM ACN 730491: RAPIDLY APCHING V1; PNF AGGRESSIVELY STATED OVER THE RADIO; 'HOLD SHORT; HOLD SHORT.' IT WAS CLR THAT THE CESSNA WAS NOT STOPPING. I THEN INITIATED A RAPID ROTATION; AIRSPD INDICATED US ACCELERATING THROUGH V1; VR AS WE LIFTED OFF. FLYING DIRECTLY OVER THE CESSNA AS IT APPEARED TO AGGRESSIVELY STOP WITH ITS NOSE NEAR THE CTRLINE OF RWY 32. THE EXACT STOPPING POINT WAS IRRELEVANT AS IT WAS DEFINITELY IN OUR PATH. I ESTIMATED THAT WE CROSSED WITH APPROX 200 FT CLRNC. OUR ROTATION WAS RAPID; BUT NOT SO MUCH AS TO RAISE ANY CONCERN WITH THE PAX OR FLT ATTENDANTS. THE FO DID AN EXCELLENT JOB IDENTING THE THREAT AND ATTEMPTING TO GET THE WORD OUT.
