Narrative
BHM HAS XING RWYS; 6/24 AND 18/36. THE RWYS CROSS AT THE NE AND N END; IE; AN INTERSECTING RWY SITUATION. CURRENTLY; CONTRACTORS ARE DIGGING UP THE PAVEMENT OF THE DISPLACED THRESHOLD OF RWY 24; AND NECESSARILY A PORTION OF RWY 18/36. THE ARPT AUTH HAS CLOSED THE NE 1900+ FT OF RWY 24 AND 2500+ FT OF RWY 18 AND HAS HVY EQUIP AND PERSONNEL OP ON THESE PORTIONS OF THE RWYS. CTLRS RECEIVED NO BRIEFING FROM SUPVRS OR THE MGR ABOUT THIS SITUATION; MERELY A TYPEWRITTEN 3 PAGE INFO SHEET WITH DIAGRAMS OF WHAT IS OPEN AND WHAT IS NOT. WE HAVE INST APCHS TO RWY 6 AND RWY 18. THE LAST 2 DAYS; THE WINDS HAVE FAVORED LNDG TO THE SW -- WE HAVE NO INST APCH FOR RWY 24. THE RWY 18 APCH IS A LOC APCH; PREDICATED ON A FULL LENGTH RWY BEING AVAILABLE. IT'S NOT -- AN ACFT WOULD HAVE TO BREAK OUT ON THE APCH AND THEN FLY 2500 FT DOWN THE RWY ABOVE MEN AND EQUIP BEFORE TOUCHING DOWN. ALL OF THESE THINGS ARE COMBINED TO WHAT I FEEL IS A VERY UNSAFE SITUATION. IN ADDITION; THE ARPT AUTH ADVISED US THAT WHEN THEY ATTEMPTED TO ISSUE A NOTAM THROUGH LEESBURG FSS THAT LISTED 'DECLARED DISTANCES' FOR THE RWY LNDG/ARR DISTANCES; LEESBURG ADVISED THAT THE INFO HAD TO GO DIRECTLY TO THE FDC. HOWEVER; THE FSS COULD NOT PROVIDE ANY CONTACT INFO. THEREFORE; THERE IS NO NOTAM LISTING THE DECLARED DISTANCES. THE NOTAMS ISSUED DO SHOW THAT THE THRESHOLDS WILL BE TEMPORARILY DISPLACED AND THE DISTANCE BY WHICH THEY WILL BE DISPLACED. THE ARPT AUTH DID FORWARD THE INFO TO ALL KNOWN ARPT TENANTS.
