AN MD80 FLT CREW EXPERIENCED A COMPRESSOR STALL AT TOP OF DSCNT; SHUT DOWN THE ENGINE; AND DECLARED AN EMER. ON APCH; THE PF NOTICED LIMITED RUDDER AUTH; WHICH LED TO A SINGLE ENGINE GAR AND SUBSEQUENT SUCCESSFUL LNDG.

Narrative

JUST AS WE BEGAN OUR DSCNT; THE R ENGINE COMPRESSOR STALLED AND FAILED IMMEDIATELY THEREAFTER. DURING FIRST APCH; WE DID NOT HAVE ENOUGH RUDDER AUTHORITY TO MAINTAIN ALIGNMENT FOR TOUCHDOWN; SO A SINGLE ENGINE MISSED APCH WAS EXECUTED. WE LANDED SUCCESSFULLY OUT OF THE SECOND APCH; BUT RUDDER AUTHORITY WAS STILL LIMITED.SUPPLEMENTAL INFO FROM ACN 733027: WE DECLARED AN EMER WITH CTR AND RECEIVED PRIORITY VECTORS. DURING SHORT APCH WE DRIFTED TOO FAR R FOR A SAFE LNDG; AND EXECUTED A GAR. WE THEN WERE VECTORED TO THE ILS AND EXECUTED THE APCH AND LNDG WITHOUT FURTHER INCIDENT. ARFF MET THE ACFT AS WE TAXIED CLR; AND VERIFIED THERE WERE NO INDICATIONS OF SMOKE OR FIRE.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE RUDDER AUTH ON APCH WAS LIMITED TO ONE AND ONE HALF DEGS; MUCH LESS THAN NORMAL. THE RPTR ALLEGED THE LIMITED RUDDER AUTH COMPROMISED THE FLT CREW'S ABILITY TO ALIGN THE ACFT WITH THE RWY DURING THE CROSSWIND APCH; LEADING TO THE SINGLE ENGINE GAR. THE RPTR STATED HE IS IN CONTACT WITH HIS ACR MAINT PERSONNEL TO ATTEMPT TO DETERMINE THE CAUSE OF THE LIMITED RUDDER AUTH. THE RPTR STATED RUDDER AUTH IS LIMITED AT CRUISE SPEEDS; AND THAT LIMITED AUTH WOULD HAVE BEEN IN EFFECT AT THE TIME OF THE ENGINE SHUTDOWN; BUT THE RUDDER AUTH SHOULD HAVE INCREASED AS THE SPEED WAS REDUCED FOR THE APCH; BUT DID NOT DO SO.
