B737-400 DEPARTS FROM MWCR WITHOUT FINAL WEIGHT REVISION. OVERWEIGHT TKOF RESULTS.

Narrative

CREW DEPARTED WITHOUT WT AND BAL. TKOF WT PROB. ROUTINELY; THIS FLT HAS A WT PROB OPERATING OUT OF MWCR WITH B737-400. THE FLT WAS WT RESTR AND PRIOR TO DEP; THE PAX RESTR WAS LIFTED; BUT STILL RESTR FOR CARGO. THE FLT DEPARTED; AND SINCE THE ACTUAL TEMP WAS COOLER THAN THE PLANNED; I EXPECTED THE WT PROB WAS RESOLVED WITH CURRENT TEMP. I DID NOT RECEIVE ANY INFO FROM CREW; STATION; OR LOAD PLANNING THAT THE FLT NEEDED ITS REVISED WTS. THE FLT WAS AIRBORNE; AND WX MOVED INTO CLT AREA. I CHKED THE REVISED WTS TO SEE IF THERE WAS OPEN WT; AND FOUND THERE WAS NO REVISED WTS SENT. CONTACTED THE LOAD PLANNING AGENT AND ASKED IF FLT HAD RECEIVED IT; AND WAS TOLD THAT THE FLT HAD DEPARTED WITH NO FINAL SENT TO CREW. THE LOAD PLANNING AGENT HAD TAKEN INTO ACCOUNT THE CURRENT WINDS AND TEMP; AND SAID FLT DEPARTED 450 LBS OVERWT. FLT WAS TKOF RESTR. DISPATCH CHKING ALL INFO REGARDING THE FLT; DUE TO WX IN CLT AREA AND NEEDED TO KNOW FINAL WTS. CONCERN FOR FUEL WHILE MAKING A PLAN IF WX DELAYED ARR INTO CLT. THE FLT'S ARR FUEL WAS PLANNED TO BE LOW DUE TO PAYLOAD. IN SO DOING; DISPATCH DISCOVERED CREW NEVER RECEIVED THE FINAL WT AND BAL. NO ACTION REQUIRED DUE TO FLT'S TKOF WT BEING TKOF RESTR. FOR MY PART; SHOULD HAVE SENT ACARS MESSAGE TO CREW TO REMAIN ON GATE TILL FINAL WAS RECEIVED. ON THE PART OF THE CREW; STAYING ON GATE WHEN WT IS A PROB TILL REVISED WTS IS RECEIVED. ON THE PART OF THE STATION; GETTING INFO IN A TIMELY MANNER TO LOAD PLANNING.
