ACFT HVY WT 408.7 ON TAXI. NO APU PNEUMATICS FOR PACKS TO COOL ACFT. GND DOES NOT ALLOW ENG RUN AT GATE FOR MORE THAN 5 MINS. PUSHED TO HOLD ON TXWY TO COOL ACFT WITH ENGS. R ENG HAD SOME EEC STATUS MESSAGES. SHUT DOWN THE R ENG TO ATTEMPT CLR AND RESET. HAD TO DO XBLEED START DUE TO NO APU AS STATED. CLRED RWY AND TAXI BACK TO RWY. NO ATTEMPT TO TAKE OFF DUE TO OVERWT FOR TKOF. CAPT ADDED PWR IN TAXI AND USED BRAKES TO CTL SPD DURING XBLEED START. WHEN ARRIVING AT THE RWY AGAIN; TWR ADVISES NEED TO TAKE OFF OR WAIT FOR 3 HRS. STILL 400 LBS OVERWT. BRAKE INDICATOR STATUS COMES ON. R BRAKES 7 AND RISING. CLRED RWY AND PARKED ON TXWY. R FRONT BRAKES REACHED 9;9. HOT BRAKES CHARTS REFERRED TO. INDICATES PROBABLE FUSE PLUG MELT. TWR INSIST ON MOVING ACFT. CAPT REFUSES. REQUEST FIRE DEPT. AGAIN REQUEST FIRE DEPT. NO RESPONSE BY TWR; SAYS SUPPORT PERSONNEL MAY NOT GO TO TXWY. CAPT DECLARES GND EMER AND FIRE DEPT TWICE. NO RESPONSE. WE NEVER RECEIVED ANY FIRE DEPT SUPPORT. THIS PRESENTS AN EXTREME SAFETY HAZARD. PROBABLE CAUSE OF HOT BRAKES; EXTENSIVE TAXI; INCREASED PWR TO BURN FUEL DOWN FOR SLOT TIME. UNCOOPERATIVE ATC; IN THAT THEY COULD HAVE SWAPPED SLOT TIMES. EXTREME CABIN TEMP. ENG SHUTDOWN AND RESTART. XBLEED START WHILE TAXI AND USING BRAKES TO SLOW ACFT.
