Narrative
I WAS ARRIVING INTO LONG BEACH. WE WERE FLYING A CESSNA 172. WE LANDED NORMALLY ON RWY 25L; AND EXITED ON RWY 16R HOLDING SHORT OF TXWY F. WE CALLED THE GND CTLR AFTER BEING SWITCHED OVER FROM TWR. THE GND CTLR INSTRUCTED US TO TAXI TO THE RAMP VIA WBND ON TXWY F. AS WE TAXIED DOWN FOXTROT; I NOTICED A TWIN CESSNA ON THE RAMP FACING THE HANGAR WITH ITS ENGINES RUNNING. I COULDN'T TELL IF THE ACFT WAS CONDUCTING A RUN-UP. AS WE CAME ABEAM THE TWIN CESSNA WE QUICKLY FOUND OUT THAT THE ACFT WAS IN FACT DOING WHAT SEEMED LIKE A VERY HIGH POWER RUN UP. WE WERE HIT WITH THE PROPWASH; OUR ACFT LIFTED UP; AND IT SHUDDERED ABOUT 5-6 FT TO THE R. OUT TAIL ALSO LIFTED; SHIFTING CONSIDERABLY TO OUR R. WE WERE LUCKY WE DIDN'T HAVE A PROP STRIKE. THE ENTIRE INCIDENT LAST ABOUT 3-4 SECONDS. WITH QUICK REACTION ON OUR PART WE WERE ABLE TO KEEP THIS INCIDENT FROM BECOMING AN ACCIDENT. JUST AFTER THE INCIDENT; I TOLD THE GND CTLR THAT THERE WAS AN ACFT DOING WHAT SEEMED LIKE A HIGH POWER RUN-UP; BLOWING PROPWASH DIRECTLY ONTO TXWY F. THE RESPONSE WE RECEIVED; IN A TYPICAL TONE; WAS BASICALLY THAT IT WAS NOT HIS PROB SINCE THE ACFT IN QUESTION WAS NOT IN THE MOVEMENT OR TXWY AREA. AN ARPT POLICE CAR; WHO APPARENTLY SAW AND HEARD THE INCIDENT; OFFERED TO CONTACT THE GND CTLR OVER THE GND FREQ AND GO AND SPEAK WITH THE PERSONS WORKING ON THE ACFT DOING THE RUN-UP. THE GND CTLR AGAIN RUDELY REITERATED IT WAS NOT HIS PROB BECAUSE IT WAS NOT ON A TXWY. THE ONLY PROB IS; THE PROPWASH WAS AFFECTING THE TXWY; NOT TO MENTION IT BEING A MAJOR SAFETY HAZARD.
