AN AIRBUS A319 ACFT WAS FOUND TO HAVE THE # 2 ENG DRAIN MAST MISSING FROM THE LOWER SIDE OF THE ENGINE FAN CASE.
Narrative
ENG CHANGE WAS ACCOMPLISHED AT ZZZ. ACFT FIRST MORNING FLT WAS TO ZZZ1. AT ZZZ1 DURING PLT'S PREFLT WALKAROUND IT WAS DISCOVERED THAT THE #2 ENG DRAIN MAST WAS NOT INSTALLED. THE OUTCOME WAS THAT THE ACFT TOOK A DELAY OUT OF ZZZ1 AND LCL ZZZ MECHS WERE FLOWN IN TO INSTALL THE DRAIN MAST. THE INSTALLED ENG WAS GIVEN A LCL ABBREVIATED C-CHK PRIOR TO INSTALLATION; DRAIN MAST WAS REMOVED WITHOUT LCL INSPECTION DEPT NOTIFIED; SERVICEABLE TAG WAS ISSUED TO ENG WITH DRAIN MAST NOT INSTALLED. THE ENG SHOP PERFORMING THE MAINT ON THE ENG CREATED A WRITE-UP THAT THE DRAIN MAST WAS REMOVED BUT FAILED TO FLAG SAID WRITE-UP AS AN RII. THE WRITE-UP GENERATED BY THE ENG SHOP WAS SIGNED OFF BY A MECH AS; FOUND DRAIN MAST INSTALLED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE LOCATION OF THE DRAIN MAST WAS; IN FACT; ATTACHED TO THE LOWER SECTION OF THE FAN CASE. REPORTER ALSO STATED HE COULD NOT EXPLAIN WHY A MECHANIC SIGNED-OFF A WRITE-UP WITH THE STATEMENT OF FOUND DRAIN MAST INSTALLED WHEN; IN FACT; THERE WAS NOT ONE ATTACHED TO THE FAN CASE.
