AWARE RWY 17/35 NOTAMED CLOSED; C172 PLT FLIES TO HRU EXPECTING OTHER TWO OF THREE RWYS SHOWN ON KANSAS CITY SECTIONAL TO BE OPEN. DISCOVERS THOSE RWYS ARE NOW COW PENS AND NOT OPERATIONAL AT ANY TIME. LANDS AND DEPARTS ON EX-MILITARY RAMP TO PICK UP PAX.

Narrative

NOTAMS ISSUED BY ICT INDICATED THAT NDB; ARPT BEACON; AND RWY 17/35 WERE OUT OF SERVICE; HOWEVER; THE CURRENT VFR CHART SHOWS THREE RWYS ARE AVAILABLE AT HRU. THE ARR WAS PLANNED AT A TIME OF DAYLIGHT AND CEILING AND VISIBILITY WERE UNLIMITED. UPON ARR; IT WAS DISCOVERED THAT THE OTHER TWO RWYS HAD BEEN CONVERTED TO A CATTLE FEED LOT. THERE WAS NOT LOCAL UNICOM AVAILABLE BUT THE PAX WAS VISIBLE AND THERE WAS NO WAY TO CONTACT HIM TO EXPLAIN THE SITUATION. THERE WERE ALSO VISIBLE SEVERAL OTHER ACFT ON THE GND IN APPARENTLY OPERABLE CONDITION. HRU IS A FORMER WWII MIL BASE AND THERE WAS AVAILABLE A LARGE RAMP AREA WHERE THE LNDG AND TAKEOFF COULD BE MADE. WE ELECTED TO MAKE A LOW PASS OF THE RAMP AREA. THIS VISUAL RUN REVEALED NO PROBLEMS AND WITH NO OTHER ACTIVITY APPARENT ON THE FIELD WE ELECTED TO LAND ON THIS RAMP TO PICK UP THE PAX WHO WOULD OTHERWISE BE LEFT STRANDED. LNDG AND TKOF WENT WITHOUT INCIDENT. I AM LEFT WONDERING IF IT WAS PROPER TO HAVE MADE THIS TKOF AND LNDG AS I DID. I RECHECKED THE NOTAMS AND IF THE AIRFIELD WAS COMPLETELY CLOSED IT IS STILL NOT CLEAR TO ME.
