EMB145 CAPTAIN REPORTS NEW FIRST OFFICER'S FAILURE TO FOLLOW SOP AND OVERSHOOTING ASSIGNED ALTITUDE BY 300 FEET.

Narrative

AFTER CLBING OUT OF 4TH SEGMENT CLB AND AFTER TKOF CHKLIST COMPLETED. A BRAND NEW FO LESS THAN 120 HRS IN THE EMB145 WAS CLBING OUT ON ALT MODE AFTER HE HAD BEEN TOLD ON THE 1ST AND 2ND DAY OF A TRIP PAIRING NOT TO HAND FLY ON ALT MODE. IT WAS NOT COMPANY STANDARD OPERATING PROC TO CLB OUT ON ALT MODE BECAUSE IT DOES NOT PROVIDE ALT LEVELING OFF PROTECTION. THE EVENT OCCURRED BECAUSE THE FO WAS NOT LISTENING TO THE CAPT'S INSTRUCTION. I; THE CAPT; WAS MONITORING HIS CLB AND CALLED 1000 FT TO GO. WITHIN THE 1000 FT TO GO ATC CALLED AND GAVE US A FREQ CHANGE. WHEN I LOOK DOWN TO CHANGE THE FREQ I TOLD HIM TO WATCH HIS CLB BECAUSE WE HAD LESS THAN 200 FT TO GO. AFTER PASSING OUR ALT OF 4000 FT BY 300 FT I SAID MY CTLS AND IMMEDIATELY DSNDED TO MAINTAIN 4000 FT. IT WAS UNLIMITED VISIBILITY AND SKY WAS CLR. NO TFC CONFLICT OCCURRED. IT WAS DETERMINED THE FO WAS VERY INEXPERIENCED IN THE EMB145 ON THE FIRST DAY OF A 4 DAY TRIP BASED ON HIS AUTOPLT USAGE. I CONTINUOUSLY MONITORED THE FO THROUGHOUT THE TRIP APART FROM MY PNF DUTIES. WHEN I CALLED 1000 FT TO GO I TOLD HIM TO WATCH HIS CLB RATE. HE ACKNOWLEDGED THAT HE WAS. AFTER LOOKING DOWN TO CHANGE FREQ FOR A SECOND HE CLBED THROUGH 3800 FT WITH A CLB RATE OF 3000 FPM. THAT'S WHEN I STOPPED WHAT I WAS DOING AND TOLD HIM LEVEL OFF. AFTER SEEING HIM PASS 4000 FT I SAID MY CTLS AND STARTED TO DSND DOWN FROM 4300 FT TO MAINTAIN 4000 FT. AFTER THIS OCCURRENCE I PUT THE AUTOPLT ON AND I WAS THE PF AND THE FO THE PNF.
