A B767-300 CAPT REPORTS MAINT RELEASED AN ACFT WITH A RECURRING IDG OIL LEAK AFTER RESISTING A REQUIRED STATIC GATE ENG RUN AND INSPECTION.
Narrative
DURING PLANNING; NOTED MULTIPLE WRITE-UPS IN MAINT HISTORY OF OIL LEAK ON #1 ENG -- IN 1 CASE TRACED TO IDG. FO NOTICED HUGE PUDDLE OF OIL UNDER #1 ENG AT GATE. I ADVISED LINE MAINT AND SENT AN ACARS. MECHS CONFIRMED AND THOUGHT IT WAS OVERSVCED. I WAS SKEPTICAL OF THIS QUICK FIX. THEY ADVISED ENG NEEDED TO BE RUN. WE DEPLANED PAX AND ALLOWED MAINT TO RUN ENG. ENG RUN MECH SHOUTED AT FO IN THE JETWAY THAT WE SHOULD RUN IT OURSELVES IF WE WANTED IT RUN AND PLTS ARE UNPROFESSIONAL AND WOULD BE COURT MARTIALED IN THE MIL FOR NOT RUNNING AN ENG WITH THE PAX ONBOARD. I DIFFUSED THE SITUATION BY ADVISING HIM THAT I WANTED IT RUN BY MAINT AND ACCORDING TO THE FOM ANY OTHER WAY REQUIRED MY CONCURRENCE. THEY NOTED NO LEAKS SUBSEQUENTLY AND CLEANED RESIDUAL OIL OFF AND SIGNED OFF ACFT. I OBSERVED THE ENG AFTER THE RUN AND ALSO SAW NO ADDITIONAL LEAKING. UPON ARR IN ZZZ; DRIPS OF OIL RUNNING OUT OF THE #1 ENG AGAIN. MAINT FOUND LOOSE IDG LINE; SECURED IT; AND MOTORED ENG. NO LEAKS NOTED AGAIN. THIS IS AN ETOPS ACFT. MY CONCERNS WITH THIS ISSUE ARE THE ATTEMPTS AT DEGRADING THE AUTH OF THE CAPT BY AN INDIVIDUAL MECH AND THE HASTE TO PUSH THE ACFT TO CREWS WITHOUT PROPERLY ADDRESSING THE DISCREPANCIES.
