Narrative
CLRED TO TAXI TO RWY 6L VIA KILO HOLD SHORT OF RWY 6C ON KILO. RWY 6R WAS/IS UNDER CONSTRUCTION AND THERE WAS ACTIVE CONSTRUCTION WORK AT THE TIME OF TAXI OUT AND RWY 6R WAS CLOSED FOR TKOF/LAND. AS WE APCHED RWY 6R I VERBALIZED THE CROSSING AND NOTED THE RED/WHITE ILLUMINATED RWY 6R/24L HOLD SHORT SIGNAGE. AS WE CROSSED RWY 6R I OBSERVED THAT THE TXWY KILO SIGNAGE WAS NOT ILLUMINATED W OF RWY 6R AND DID NOT SEE ANY RED/WHITE RWY 6C/24C HOLD SHORT SIGNAGE. TXWY KILO IS FAIRLY WIDE W OF RWY 6R AT THE CROSSING AND I HAD AN UN-ILLUMINATED KILO MARKER TO MY FAR L AND AN UN-ILLUMINATED KILO MARKER TO MY R. I COULD NOT DETERMINE FROM MY POSITION AS I CROSSED RWY 6R WHICH WAY/WHERE THE KILO TAXI STRIPE CONTINUED ON THE W SIDE OF RWY 6R. THE KILO TAXI STRIPE CONTINUED TO THE R SIDE AND MAKES A BIT OF A R TURN AS YOU CLEAR RWY 6R. NEITHER THE FO OR I SAW THE RWY 6C/24C HOLD SHORT LINES AS WE CROSSED THEM. I STOPPED THE ACFT AS THE OPPOSITE SIDE HOLD SHORT LINE (THIS WOULD BE THE RWY 6R/24L HOLD SHORT LINE AS YOU CLRED RWY 6C/24C) CAME INTO VIEW. WE WERE 15-20 FT OVER THE RWY 6C/24C HOLD SHORT LINES. THERE WERE NO TKOFS OR LNDGS ON RWY 6C WHILE WE WERE IN THIS POSITION. TOWER CLRED AN ACFT INTO POSITION ON RWY 6C AND CLRED A DOWNFIELD ACFT TO CROSS RWY 6C. AT THIS TIME I NOTIFIED TOWER OF OUR POSITION/CONDITION (AS I DIDN'T WANT HIM TO CLR THE ACFT FOR TAKEOFF WITH US THERE) AND TOWER CLRED US TO CROSS RWY 6C JOIN GOLF AND HOLD SHORT OF RWY 6L AT THE DEP END. THERE WERE MANY THREATS HERE. THE FO AND I TALKED ABOUT THE TAXI PLAN AT THE GATE AS SOON AS THE WT AND BAL CAME UP AND SHOWED THAT WE WOULD NEED RWY 6L FOR DEP. RWY 6L WAS ADVERTISED AS THE ARR RWY WITH RWY 6C BEING USED FOR DEP. I MENTIONED TO THE FO THAT I WAS FAMILIAR WITH THE ARPT; THE FO STATED THAT HE WAS COMFORTABLE WITH THE TAXI PLAN. WE BOTH HAD OUR PLATES OUT. THE FO WAS VERY ACTIVE IN HELPING WITH THE TAXI AS WE CLRED THE RAMP AND JOINED J2 TO GET TO KILO. WE BOTH NOTED THE APCH AND CROSSING OF 6R. HERE IS WHERE I BELIEVE WE BOTH WENT INTO SENSORY OVERLOAD AND WERE DISTRACTED ENOUGH TO OVERSHOOT THE HOLD SHORT LINE. PROBLEM 1. THE KILO TAXI LINE DOES NOT CONTINUE ACROSS RWY 6R AND THE CONTINUATION OF THE KILO LINE W OF RWY 6R WAS NOT VISIBLE TO US. THE TAXI LINE DOES NOT PICK UP ON A STRAIGHT LINE E TO W AS YOU CROSS; YOU MUST TURN TO THE R A BIT TO REJOIN THE KILO LINE. THIS WAS A DISTR AS WE WERE LOOKING FOR THE TAXI LINE. PROBLEM 2. THERE WERE MANY FLASHING RED LIGHTS ASSOCIATED WITH THE CONSTRUCTION OF RWY 6R AND THE FLASHING YELLOW HOLD SHORT LIGHTS FOR RWY 6L ARE VERY VISIBLE AND DISTRACTING AS YOU CROSS RWY 6R DRAWING YOUR EYE AND ATTENTION COMPLETELY ACROSS RWY 6C. PROBLEM 3. THERE WERE NO RED/WHITE RWY 6C/24C HOLD SHORT SIGNS VISIBLE AS WE CROSSED RWY 6R. BOTH THE FO AND I NOTED THIS TO EACH OTHER AFTER WE BROUGHT THE ACFT TO A STOP. ARE THEY NOT THERE; WERE THEY REMOVED FOR CONSTRUCTION; WERE THEY BLOCKED FROM VIEW BY CONSTRUCTION EQUIPMENT? AT NIGHT I LOOK FOR AND TAXI BY SIGNAGE. I SAW THE UN-ILLUMINATED TXWY KILO SIGNS; ADMITTEDLY I WAS LOOKING FOR THEM BUT I BELIEVE THAT I WOULD HAVE SEEN THE RED/WHITE RWY 6C/24C HOLD SHORT SIGNS IF THEY WERE THERE AS I HAD JUST VERBALLY NOTED THE SAME TYPE OF SIGNAGE AS WE APCHED RWY 6R. WE WERE AT A VERY SLOW TAXI SPEED AS WE WERE ANTICIPATING A STOP AND DID NOT NEED TO STOP ABRUPTLY WHEN THE OTHER HOLD SHORT LINES CAME INTO VIEW. SUGGESTIONS FOR HELPING TO PREVENT THIS ERROR IN THE FUTURE: HARD TO SAY AS THIS ERROR HAS BEEN AN ISSUE AT CLE FOR DECADES WITH THE OVERLAPPING HOLD SHORT AREAS FOR RWY 6C/24C AND 6R/24L. A VERBIAGE CHANGE WOULD HELP; INSTEAD OF; IN MY EXAMPLE; 'TAXI TO RWY 6L VIA KILO HOLD SHORT OF RWY 6C ON KILO' WHICH MAKES YOU THINK YOU WILL BE ON TXWY KILO FOR THE HOLD SHORT EVENT A CHANGE TO 'TAXI TO RWY 6L VIA KILO HOLD SHORT RWY 6C ON RWY 6R.' LETS YOU KNOW THAT YOU WILL NOT CLR RWY 6R BEFORE YOU HAVE TO HOLD SHORT AND MORE ACCURATELY REFLECTS THE TRUE ACFT POSITION WHILE HOLDING SHORT. THIS IS IN ADDITION TO THE CREW BRIEFING WHICH NOTES THE PROBLEMS AT CLE.
