AN ACR PILOT REPORTS EVASIVE ACTION ON A VMC FINAL APCH WHEN ANOTHER ACR ACFT OVERSHOT ITS ASSIGNED RWY.

Narrative

WE HAD BEEN GIVEN A VECTOR OF 010 DEGS TO INTERCEPT THE RWY 1L FINAL APCH COURSE TO ZZZ. AFTER WE WERE ESTABLISHED ON THE FINAL BEARING FOR RWY XXL; APCH CTL CALLED OUT ANOTHER ACFT ON FINAL FOR RWY XXR AND ANOTHER CARRIER AIRBUS ON A R BASE VISUAL FOR RWY XXR AS WELL. WE CALLED A VISUAL ON BOTH ACFT AND WERE CLRED FOR THE VISUAL TO RWY XXL. WE WERE SWITCHED TO ZZZ TWR AND RPTED VISUAL ON BOTH ACFT. WE WERE CLRED TO LAND ON RWY XXL; AND WERE TOLD THAT THE OTHER CARRIER FLT NUMBER WAS GOING TO LAND ON THE R. THE OTHER ACFT REPEATED HE WAS CLRED TO LAND ON THE R. THE OTHER CARRIER FLT WAS STILL ON A R BASE AND I TOLD MY FO THAT THIS OTHER CARRIER JET WAS GOING TO OVERSHOOT. THE OTHER CARRIER GROSSLY OVERSHOT BOTH RWY EXTENDED CTRLINES AND WOUND UP APPROX 1/2 NM W OF THE RWY XXL CTRLINE. I INSTRUCTED THE FO TO TAKE EVASIVE ACTION TO THE R (E). THE OTHER CARRIER CROSSED IN FRONT OF US ON HIS OVERSHOOT BELLY UP TO US WITHIN 1/2 NM AND DSNDED THROUGH OUR ALT. I ASKED THE OTHER CARRIER ON TWR FREQ IF HE HAD THE RWY IN SIGHT. THERE WAS NO RESPONSE. I INFORMED TWR CTLR THAT THE OTHER ACFT HAD CROSSED IN FRONT OF US AND THAT WE HAD TO TAKE EVASIVE MANEUVERS E TO KEEP FROM GETTING AN RA. TWR THEN CHANGED OUR CLRNC TO LAND ON RWY XXR AND TOLD THE OTHER CARRIER TO LAND ON THE L. TWR THEN APOLOGIZED FOR THE OTHER CARRIER'S CONFUSION. WE LANDED ON RWY XXR WITHOUT FURTHER INCIDENT. AT NO TIME THROUGHOUT THIS INCIDENT DID THE OTHER CARRIER FLT NUMBER RECOGNIZE OUR PRESENCE NOR RPT HIS OVERSHOOT. WE MAINTAINED OUR VISUAL ON HIM THROUGHOUT. CONTINUE TO BE VIGILANT AND COGNIZANT OF OTHER ACFT NEAR AN ARPT. RECOGNIZE THAT OTHER PLTS MAY NOT SEE US NOR MAY THEY BE IN COMPLETE CTL OF THEIR ACFT AND SITUATIONAL AWARENESS.
