MY FO WAS THE PF. HE WAS TRACKING R888 LEAVING PTP RIGHT BEFORE CROSSING MODUX WE BOTH SWITCHED OVER TO ST CROIX VOR TRACKING R888. WE WERE TOLD TO CONTACT SAN JUAN CTR REPORT MODUX. I SWITCHED TO SAN JUAN CTR AND REPORTED CROSSING MODUX AT 16000 FT. SAN JUAN CTR QUESTIONED MY POSITION REPORT AND STATED THAT HE SHOWED ME 6 MILES OFF COURSE. I RESPONDED THAT WE SHOWED ON COURSE AND ASKED FOR A HDG. HE ASKED IF THAT LAST CTLR HAD ISSUED US A HDG; I STATED NO. WE'VE BEEN ON R888 ALL THIS TIME AND SWITCHED OVER TO YOU AND STARTED TRACKING THE ST CROIX VOR. HE SAID NO PROBLEM AND TOLD US TO PROCEED DIRECT TO ST CROIX. AT THIS POINT THIS HAPPENED AT 104 NM; 16000 FT. WE CENTERED THE VOR AND PROCEEDED DIRECT. AS WE GOT CLOSER TO THE VOR THE NEEDLE STARTED DANCING HALF DOT TO THE RIGHT THEN HALF DOT TO THE LEFT AT 62 MILES. I MADE PIREPS EACH TIME THE NEEDLE SWUNG LEFT OR RIGHT AND WE WERE HOLDING OUR HDG ON COURSE. UNRELIABLE ST CROIX VOR THAT HASN'T BEEN FIXED. OTHER PLTS I'VE SPOKEN TO HAVE STATED THAT ST CROIX VOR STINKS BUT NO ONE HAS FIXED IT; IT'S BEEN LIKE THAT FOREVER; NO ONE CARES AND PEOPLE ARE TIRED OF COMPLAINING ABOUT IT TO NO AVAIL. CTR STATED THEY SHOWED US 6 MILES OFF COURSE. ALSO; UNSTEADY NEEDLE AS WE CONTINUED CLOSER TO CROIX. ALL OF WHICH I CONTINUED TO MAKE PIREPS ON. I ASKED FOR A HDG THAT PUT US BACK ONTO COURSE AND QUESTION WHERE HE SHOWED US. HE SAID IT WAS OKAY AND TOLD US TO PROCEED DIRECT TO ST CROIX. ATC STARTED INQUIRING TO ANOTHER ACFT STATING; 'EVERYONE KNOWS THAT FROM ST KITTS TO MODUX AREA THE VOR IS PRETTY UNRELIABLE/UNSTABLE;' SAN JUAN CTR REPLIED.
