AN EMB-145LR (ERJ-145) WAS RELEASED FOR A FERRY FLIGHT WITH MAINT CONTROL AUTHORIZATION. DOWNLINE MAINT INSPECTOR SAID ACFT WAS FLOWN ILLEGALLY.

Narrative

MYSELF AND MR B WENT ON A ROAD TRIP TO ZZZ FOR ACFT X THAT HAD A PROB WITH THE SVC DOOR. I DID SOME TROUBLESHOOTING AND ADJUSTED THE ROD 1V AND KNEW IT REQUIRED AN RII SIGNATURE. I CALLED MAINT CTL AND SPOKE WITH MR C AND ASKED FOR AN INSPECTOR BECAUSE I HAD MADE SOME ADJUSTMENT TO THE ROD 1V. HE TOLD ME NOT TO WORRY ABOUT IT BECAUSE THE ACFT WAS GOING ON A FERRY FLT TO ZZZ2. WE ARGUED AND HE TOLD ME HE WAS IN CHARGE; THAT I NEEDED TO SIGN ITEM #1 IN THE LOGBOOK AND OPEN ITEM #2 SVC DOOR REQUIRED RII INSPECTION AND TO FAX HIM THE COPY OF THE LOGBOOK AND HE'D SEND ME AN AUTH FOR THE FERRY FLT. I FOLLOWED ALL INSTRUCTIONS FROM MAINT CTL. WHEN WE GOT TO ZZZ2 THE INSPECTOR; MR D; CHKED THE LOGBOOK AND TOLD ME THAT THE ACFT HAD FLOWN ILLEGALLY TO ZZZ2. THE ACFT WAS GNDED IN ZZZ2 UNTIL THE INSPECTION AND THE ADJUSTMENT WERE DONE AGAIN AND SIGNED BY AN RII INSPECTOR. MAINT CTLR; MR C; MADE THE DECISION TO FERRY THE ACFT TO ZZZ2 BECAUSE WE DID NOT HAVE AN RII INSPECTION IN ZZZ. EVEN THOUGH I ASK FOR AN RII INSPECTOR TO SIGN THE ACFT BEFORE MOVING IT FROM ZZZ. WHEN AN ACFT REQUIRES AN RII INSPECTION YOU CAN'T FLY THE ACFT UNTIL AN RII INSPECTOR SIGNS THE ITEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED HE FOLLOWED THE INSTRUCTIONS OF THE MAINT CONTROLLER EVEN THOUGH HE FELT THE RII INSPECTION WAS STILL REQUIRED. HE JUST DID NOT HAVE ANY WAY OF KNOWING WHAT THE COMPANY RII REQUIREMENT WAS WHEN AN ACFT WAS TO BE FLOWN UNDER A FERRY FLIGHT PERMIT. REPORTER ALSO STATED THE MAINT CONTROLLER DID FAX HIM A MAINT RELEASE WITH THE FERRY PERMIT AND OPEN ITEM REQUIRING THE RII STILL OPEN. REPORTER ALSO ADDS HE STILL DOESN'T KNOW AND HASN'T SEEN ANY COMPANY DOCUMENT THAT STATES OR CLARIFIES WHAT THE PROPER PROCEDURE IS FOR RII REQUIREMENTS PRIOR TO A FERRY FLIGHT.
