B737-700 FAILS TO COMPLY WITH TKOF CLRNC DIRECTING A 'TURN AT THE MARKER.'
Narrative
FO'S TAKEOFF; CLEARED POSITION AND HOLD RWY 35L AT MCO. CLEARED FOR TAKEOFF RWY 35L. RIGHT TURN HEADING 060 AT THE MARKER. I PERFORMED THE TAKEOFF AND NEVER NOTICED THE MARKER BEACON FLASHING ON DU. PASSING 2500 FT MSL; ATC TOLD ME TO TURN RIGHT HEADING 090. ATC GAVE US A PHONE NUMBER TO CALL WHEN WE LANDED. EXPLANATION OF THREATS AND ERRORS: WE RECEIVED THIS CLEARANCE FROM POSITION AND HOLD RWY 35L AT MCO; 'COMPANY XYZ CLEARED FOR TAKEOFF RWY 35L; TURN RIGHT HEADING 060 AT THE MARKER.' OUR ORIGINAL CLEARANCE FROM CLEARANCE DELIVERY WAS; 'CLEARED TO ZZZ ORLANDO 8 DEPARTURE AS FILED.' I HAD THE ORLANDO 8 DEPARTURE CHART ON MY CLIPBOARD. IT DOES NOT DEPICT WHERE THE MARKER IS LOCATED. I THOUGHT THE MARKER WOULD FLASH ON THE DU DURING CLIMB OUT. I NEVER NOTICED THE MARKER FLASH FOR THE MARKER ON THE DU; THEREFORE; I DID NOT MAKE THE TURN. THE CAPTAIN AND I BEGAN DISCUSSING THE FACT WE HAD NOT SEEN THE MARKER FLASH BY 1000 FT MSL. THE CAPTAIN BEGAN TO SEARCH FOR THE ILS RWY 17R PAGE TO FIND THE MARKER WHEN ATC TOLD US TO TURN RIGHT HEADING 090. THE NEXT CALL WAS TO CONTACT ATC WHEN WE LANDED WITH A PHONE NUMBER. INCLUDE THE MARKER ON THE DEPARTURE CHART IF THAT IS WHERE ATC WANTS THE TURN COMMENCED. THE CLEARANCE SHOULD INCLUDE THE TURN COMMENCED AT AN ALTITUDE; DME FROM THE RUNWAY; OR DME FROM A VOR. OUR ORIGINAL CLEARANCE FROM ATC ON CLEARANCE DELIVERY SHOULD INCLUDE THE TURN AT THE MARKER SO WE HAVE TIME TO LOCATE THE MARKER OR QUERY THE CONTROLLER ABOUT THE CLEARANCE. WE COULD HAVE NOT ACCEPTED THE CLEARANCE AND ASKED ATC TO CLARIFY.SUPPLEMENTAL INFO FROM ACN 757517: THE CTLR DID NOT SEEM CONCERNED; BUT WANTED THE INFO BECAUSE HE WAS CONSIDERING SENDING OUT A MEMO THAT GLASS COCKPITS MIGHT NOT GET THE SAME INFO AS OLDER ACFT.CALLBACK CONVERSATION WITH RPTR ACN 757517 REVEALED THE FOLLOWING INFO: ON SUBSEQUENT DEPARTURES FROM MCO THE REPORTER WATCHED CLOSELY FOR ANY INDICATION OF MARKER PASSAGE TO NO AVAIL. HE STATED THEIR ACFT OPERATIONS MANUAL LACKED ANY DETAILED EXPLANATION AS TO THE AVAILABILITY OR LACK THEREOF OF MARKER RECEPTION.
