ZFW CTLR DESCRIBED OPDEV WHEN ISSUING AN APCH CLRNC THAT AUTHORIZED ACFT TO DESCEND INTO AIRSPACE RELEASED TO ANOTHER CTLR.

Narrative

ACFT X WAS INBOUND TO CDS FROM NE. I INITIALLY DSNDED HIM TO 60 TO MAINTAIN RADAR CONTACT AND RADIO COMS. THE ACFT WAS DSNDING W OF LTS APCH. LTS APCH HAS A SHELF W OF THEIR AIRSPACE FROM THE GND TO 50 THAT THEY OBTAIN FREQUENTLY. THE AIRSPACE CONTAINS ENTRY AND EXIT POINTS FOR 1R RTES. MEA IN THE AREA IS 40. EARLIER; I HAD GIVEN LTS APCH APPROVAL TO CLR AN ACFT INTO THE 1R RTE. I LOOKED UP NOTAMS VIA ERIDS AND MADE SURE ACFT X HAD THEM AND THE CDS WX. I ISSUED THE SCATTERED MODERATE PRECIP I WAS DISPLAYING. ACFT X WAS APCHING 60 AND; FORGETTING ABOUT THE SHELF; I GAVE ACFT X THE APCH CLRNC; INCLUDING A RESTR TO CROSS THE INITIAL APCH FIX AT OR ABOVE 40. SECONDS LATER; I LOST RADAR CONTACT. LTS APCH CALLED AND SAID THE C141 IN THE 1R TRACK HAD SEEN TFC DSNDING AND MAINTAINED VISUAL SEPARATION. I CLBED ACFT X BACK TO 50. HE RPTED THE GND IN SIGHT AND CANCELED IFR. POSSIBLE CONTRIBUTING FACTORS: 1) WE ARE SUPPOSED TO POST PAPER STRIPS FOR NON-RADAR ACFT. WE DO NOT. STRIPS ARE NOT DELIVERED TO US AND WE DON'T HAVE THE EQUIP SET UP FOR IT IF WE DID. HAVING A STRIP ON THE ACFT IN THE 1R RTE MAY HAVE REMINDED ME OF THE AIRSPACE. 2) SOMETIMES WE GET AN AUTOMATED HDOF FROM LTS ON ACFT IN THE 1R RTE. SOMETIMES A DATA BLOCK AUTO-ACQUIRES. THERE ARE NO SET PROCS FOR STARTING TRACKS; HANDING DATA-BLOCKS TO ZAB SO THEY GET A REMINDER SOMEONE IS IN THE RTE; ETC. 3) PRECIP BEING ISSUED IS AS MUCH AS 5 MINS OLD. 4) RESPONSIBILITY FOR ATC TO ENSURE AIRMEN ARE AWARE OF NOTICES TO AIRMEN IS ABSURD. THE SAME FOR WX AT THE DEST. IT TOOK TIME AWAY FROM WORKING THE SECTOR AND DIVERTED MY ATTN FROM OTHER DUTIES.
