CVG APCH CTLR DESCRIBED INCIDENT DURING LIGHT TFC WHEN ALT RESTRICTION WAS DELAYED; RESULTING IN DAY CTLR REFUSING HDOF.
Narrative
I WAS WORKING DEP RADAR AT CVG. I HAD ACR LNDG ILN; GOING DIRECT MXQ VOR FROM THE FLM AREA. WITH VOLUME AT EITHER FACILITY; I ASKED THE ACFT WHICH RWY HE WAS INTENDING TO LAND; AND HE ADVISED ONE OF THE PARALLEL RWYS 22. I LEFT THE ACFT HIGH AND TOLD HIM TO CROSS '15 MI SW MXQ VOR AT 7000 FT.' THAT ALLOWED HIM TO STAY ABOVE 10000 FT AND ABOVE 250 KTS FOR A FEW EXTRA MI. DAY ATCT WORKS ILN ARRS AND THEY HAD 1 OTHER ACFT GOING INTO ILN; AND 1 DAY DEP CLBING TO CTR ALTS. GIVING THEM THE ACFT AT 7000 FT NEEDED AN APPROVAL; SINCE LOA STATES WE NEED TO DELIVER THESE ACFT AT 5000 FT. AGAIN; NO VOLUME IN EITHER CVG OR DAY AIRSPACE. I CALLED DAY TO GET THE APPROVAL; AND THE CTLR SNAPPED; 'COMPLY WITH THE LETTER' AND HUNG UP THE LINE. THE ACFT WAS TOO CLOSE TO THE DAY BOUNDARY TO ENSURE HE WOULD MEET A XING FURTHER OUT AT A LOWER ALT AS REQUIRED BY THE LETTER; SO I HAD TO SPIN THE ACFT. I AM ALL FOR 'LETTER OF THE LAW' WHEN BUSY. WITH NO TFC; THERE IS NO NEED TO BE AS UNYIELDING; ESPECIALLY IN TODAY'S TIMES. WE'RE SUPPOSED TO BE 'ON THE SAME TEAM;' BUT ATTITUDES LIKE THIS GUY HAD AREN'T GOOD FOR ANYONE. I SHOULD HAVE PUSHED THIS ACFT TO 5000 FT 40 FLYING MI AWAY FROM THE ILS TURN-ON LIKE DAY REQUIRES; WHILE BURNING A TON OF FUEL ALONG THE WAY. THIS ACFT WAS PUNISHED FOR NO OTHER REASON THAN BECAUSE SOMEONE WITH A BAD ATTITUDE WANTED TO BE A JERK.
