MOTORIST REPORTS NEAR ENCOUNTER WITH HELI CROSSING ARPT ACCESS ROAD AT APPROX FIVE FOOT ELEVATION.

Narrative

I WAS DRIVING ALONG THE ROAD ON OUR ARPT AT ZZZ WHEN A HELI CAME ACROSS IN FRONT OF ME AT ABOUT 5 FT AGL THROWING DEBRIS UP IN THE AIR. MY FIRST THOUGHT AND MY PAX SAID TO ME HE HAS LOST CTL AND WE GOT THE IMPRESSION FROM HIS MOVEMENTS HE WAS IN SOME KIND OF TROUBLE OR HAD LOST CTL. THE HELI HAD DEPARTED THE RWY AT ABOUT MIDFIELD WHERE THERE ARE NO EXITS OR TXWYS JUST A GRASS BERM AND THIS IS NOT A NORMAL OR; IN MY EXPERIENCE; A POINT OF EXIT EVER USED BEFORE ON THIS AIRFIELD. WHEN I WAITED TO SEE THAT HE WAS IN A CTLED HOVER AND I PULLED ALONGSIDE THE ACFT CLR OF HIS ROTOR AND GOT OUT OF MY VEHICLE AND GAVE A CLR GND SIGNAL TO THE PLT TO LAND HIS ACFT; HE STUCK HIS FINGER UP AT ME AND I REPEATED MY INSTRUCTION. HE THEN MOVED OVER AND THEN AFTER REPEATING THE FINGER ACTION HE DEPARTED THE ARPT. I HAD MADE A NOTE OF HIS N-NUMBER. I THEN CHKED OUT ON THE FAA WEB SITE THE OWNER OF THE ACFT. I THEN MADE A COMPLAINT TO THE FBO OP UNIT AND THEY CONTACTED THE OWNERS OF THIS ACFT AND MADE A COMPLAINT. THE NEXT THING THAT HAPPENED WAS I GOT ASKED BY THE POLICE TO MAKE A STATEMENT AS THE PLT HAD COMPLAINED ABOUT MY ACTION. ALL ACTIONS I MADE WERE IN A NORMAL GND CREW MANNER AND I ONLY WANTED TO DISCUSS WITH THE PLT HIS MOVEMENT ACROSS THE ROADWAY AND TO POINT OUT THAT ALL ACFT MOVEMENT SHOULD BE MADE IN A STANDARD MANNER USED BY ALL OTHER USERS ON THIS PVT AIRFIELD. I IN NO WAY INTERFERED WITH HIS OP OF THE ACFT.
