EVV CTLR DESCRIBED NMAC WHEN 2I0 IFR C130 DEP CONFLICTED WITH UNKNOWN TFC; VOICING CONCERN REGARDING VFR OPS IN MARGINAL WX.

Narrative

C130 ON VOR 23 APCH TO 2I0 ARPT; SWITCHED TO ADVISORY FREQ. ON DEP; PLT ASKED IF WE HAD BEEN TALKING TO ANYONE ELSE AT THAT ARPT DURING THEIR APCH; ADVISED THAT WE HAD NOT. C130 PLT THEN STATED THAT WHAT APPEARED TO BE AN AA-1 OR AA-5 LANDED IMMEDIATELY BEHIND THEM; AND THAT THE OTHER PLT HADN'T STATED ANYTHING ON THE ADVISORY FREQ AT ANY TIME. FROM WHAT I UNDERSTAND; THE PLT OF THE C130 SAW THE OTHER ACFT JUST AS THEY TOUCHED DOWN; AND IT WAS AN UNWELCOME SURPRISE WITH THE WX AS IT WAS. EARLIER IN THE DAY AT A SATELLITE ARPT; I NOTICED A VFR TAG HOVERING AROUND AND INSIDE OF THE OWB CLASS D AIRSPACE; I INQUIRED OWB TWR IF THEY WERE TALKING TO THIS ACFT. THEY WERE NOT. THE ARPT WAS IMC; IMC APCHS WERE BEING CONDUCTED AT THIS TIME. I UNDERSTAND THAT OWB (CONTRACT TWR) IS INVESTIGATING THIS INCIDENT ALSO. MY POINT: GA PLTS ARE BUZZING AROUND ARPTS THAT ARE IMC; AND WORSE; NOT COMMUNICATING THEIR PRESENCE (I FIGURE FOR THE OBVIOUS REASONS). WHY THEY ARE IN THE AIR AT THESE TIMES; I CAN ONLY GUESS; BUT I HOPE YOU CAN GET A MESSAGE OUT TO THESE PEOPLE TO BROADCAST THEIR PRESENCE; THAT THEY MONITOR THE CTAF; AND LET OTHERS KNOW THAT THEY ARE IN THE VICINITY. IF THEY ARE LOST; WE WILL FIND THEM; WE WILL HELP -- BUT DON'T JUST BLUNDER AROUND; IT SERVES NO ONE; AND IT WILL ONLY LEAD TO A MISHAP.
