HAWKER 800 FLT CREW REPORTS DECLARING 'BINGO' FUEL TO APPROACH CONTROL AFTER MISSED APPROACH AND HAVING AN EMERGENCY DECLARED FOR THEM.

Narrative

ON APCH; CURRENT METAR WAS WIND 200 DEGS AT 12 KTS; VISIBILITY 8 SM; FEW 2500 OVCST. WE WERE CLRED DIRECT TO XXX FOR THE FULL VOR APCH. UPON ARRIVING AT MDA (1200 FT AGL) AND THE MISSED APCH THE ARPT WAS NOT IN SIGHT BECAUSE WE WERE NOT IN VISUAL CONDITIONS. UPON MISSED APCH; WE ADVISED APCH THAT WE WERE MISSED AND THAT WE WANTED THE LOC AND THAT WE WERE 'BINGO' FUEL AND THAT WE DID NOT WANT ANY UNNECESSARY DELAYS. HE ADVISED US THAT THE WIND WAS A TAILWIND AND TOLD US THAT HE WAS GOING TO DECLARE AN EMER FOR US AND ASKED FOR SOULS ON BOARD AND FUEL IN TIME. HE VECTORED US ONTO THE APCH AND WE LANDED AND ENDED WITH 1400 LBS OF FUEL WHICH IS ALMOST 1 HR AT CRUISE FUEL FLOW. THE SITUATION RESOLVED ITSELF SAFELY. THE REASON WE DECLARED 'BINGO' FUEL WAS THAT WE BURNED MORE FUEL ENRTE THAN PLANNED AND THAT THE FULL APCH BURNED MORE FUEL THAN PLANNED. WE WERE NOT IN AN EMER SITUATION AS WE HAD 40 MINS - 1 HR OF FUEL; BUT WE DID NOT WANT TO BE VECTORED OUT BEHIND ANOTHER ACFT AND THEN BE FACED WITH AN ACTUAL EMER AFTER ANOTHER 20 MINS FOR AN APCH. THERE WAS A MISCOM OF OUR FUEL SITUATION BTWN MYSELF AND APCH WHEN I USED THE TERM 'BINGO' FUEL AND I COULD HAVE EXPLAINED MYSELF MORE THOROUGHLY.
