EMB120 CAPT LAMENTS THE GENERAL FAILURE OF GROUND VEHICLES AT LAX TO YIELD THE RIGHT OF WAY TO TAXIING ACFT; SPECIFICALLY AN LAX OPERATIONS VEHICLE.
Narrative
MY ACR OPERATES OUT OF LAX. THE TXWYS AT LAX REQUIRE CONSTANT GND VEHICLE TFC XING TXWYS. THE VEHICLES THAT OPERATE IN AND AROUND THESE TXWYS ARE ALL KINDS -- PUSHBACK TUGS; BUSSES; CARS; ETC. I HAVE BEEN ON NUMEROUS TIMES 'CUT-OFF' OR HAD 1 OR MULTIPLE VEHICLES CROSS IN FRONT OF ME DURING TAXI OPS WITH PAX ON BOARD; REQUIRING ME TO APPLY THE BRAKES IN AN AGGRESSIVE MANNER. THE MOST TROUBLING EVENT WAS AN LAX ARPT VEHICLE WHO DECIDED AS WE WERE PROCEEDING SBOUND ON TXWY B HE/SHE WAS GOING TO DRIVE ON THE TXWY IN FRONT OF US. THE DRIVER NEVER LOOKED FOR TFC PRIOR TO ENTERING THE TXWY; AND TO MY KNOWLEDGE NEVER KNEW THAT WE WERE THERE. I HAD TO 'SLAM' ON MY BRAKES; CAUSING MY PAX TO VOICE CONCERN TO ME UPON DEPLANING AT THE GATE. UNACCEPTABLE. THIS IS A CONSISTENT PROB IN LAX. IT IS OBVIOUS THAT PROPER ATTN IS NOT BEING GIVEN TO THIS ISSUE AND IT IS ONLY A MATTER OF TIME UNTIL SOMETHING MUCH MORE SERIOUS HAPPENS. I HAVE LITTLE SYMPATHY FOR AN EMPLOYEE WHO IS IN A HURRY AND FEELS THAT IT IS NECESSARY TO CUT OFF AN AIRPLANE ON A TXWY. AIRPLANES ARE NOT MEANT TO BE ON THE GND AND WE CANNOT COME TO A STOP LIKE A CAR. IT IS OBVIOUS THAT THE EMPLOYEES OF LAX ARE NOT BEING TRAINED IN RIGHT-OF-WAY RULES ON/AROUND AN ARPT; NOR ARE THEY BEING TRAINED IN WHY THOSE RULES EXIST. THIS MUST BE FIXED ASAP.
