Narrative
AS ANY TYPICAL APCH TO RWY XX; APCH TOLD US TO CONTACT TWR AT INTXN. BY INTXN; WE WERE VMC PROCEEDING WITH THE APCH. AT INTXN; I SWITCHED TO TWR AND ATTEMPTED TO CONTACT THEM 3 TIMES REQUESTING A LNDG CLRNC FOR RWY XXC. ATC NEVER RESPONDED TO THE CALLS. I THEN SWITCHED TO GND CTL AND REQUESTED A LNDG CLRNC FOR RWY XXC. AGAIN; NO RESPONSE. THERE WERE NO RADIO CALLS FROM ANY ACFT OR CTLR WHILE MONITORING THE RADIO FOR A READBACK FROM THE CTLR. AFTER THE THIRD ATTEMPT TO CONTACT GND; I SWITCHED BACK TO TWR AND ATTEMPTED TO CONTACT THEM A FURTHER 3 TIMES; WITH A BIT MORE EMPHATIC CALL. HOWEVER; AGAIN; NO RESPONSE. I ALSO MADE AN ATTEMPT TO CALL GND CTL AT LEAST 2 MORE TIMES; AGAIN; NO RESPONSE. I THEN SWITCHED BACK TO APCH AND STATED THAT COMPANY FLT NUMBER WAS UNABLE TO ACQUIRE A LNDG CLRNC. THE PIC (AND PF) NOTED THE RWY WAS CLR AND LANDED WITHOUT INCIDENT. UPON CLRING THE RWY; TWR CALLED US AND ASKED US IF WE WERE THERE. I'M NOT SURE IF HE HEARD US THE ENTIRE TIME OR NOT. THIS WAS THE FIRST TIME WE HEARD HIM. HE THEN ISSUED US A TAXI CLRNC TO THE GATE. THE TWR CTLR SHOULD BE AT THE RADIO ANY TIME AN ACFT IS WITHIN THE FAF OF A RWY. I WOULD ASSUME DURING THIS EVENT AND TIME; THE TWR CTLR WAS ALSO WORKING GND CTL. SUPPLEMENTAL INFO FROM ACN 782075: I HAD FLOWN THIS ACFT FOR 7 LEGS THAT DAY WITHOUT ANY RADIO PROBS; SO I ASSUMED WE WERE GOING TO RECEIVE THE CLRNC. THIS INCORRECT ASSUMPTION LED ME TO CONTINUE THE APCH. I SHOULD HAVE GONE AROUND.
