Narrative
A BE58 WAS ON FINAL APCH FOR RWY 28R. ON ABOUT A 4 MI FINAL THE BARON WAS INDICATING 110 KTS GND SPD. 2 MI BEHIND THE BARON; ON FINAL APCH FOR RWY 28L WAS A B757; INDICATING 200 KTS. I INFORMED THE LCL CTLR OF THE OVERTAKE SITUATION; AND SUGGESTED THAT THE BARON BE SENT AROUND TO AVOID THIS POTENTIALLY DANGEROUS SITUATION; AND TO AVOID THE WAKE TURB FROM THE B757. WHEN THE B757 WAS 1 MI BEHIND THE BARON; I AGAIN POINTED OUT THE OVERTAKE SITUATION AND AGAIN SUGGESTED THAT THE BARON NEEDED TO BE SENT AROUND. ANOTHER CTLR ALSO CAME OVER AND POINTED OUT THE OVERTAKE SITUATION AND SUGGESTED A GAR. THE LCL CTLR DID NOTHING UNTIL IT APPEARED THE B757 HAD PASSED THE BARON. THE LCL CTLR TOLD THE BARON TO INCREASE SPD. THE BARON DID NOT RESPOND; THE B757 DID AND SAID 'OK WE WILL SPD UP TO PASS THE BARON.' AT THIS TIME THE LCL CTLR TOLD THE B757 PLT TO NOT PASS THE BARON; TO SLOW DOWN AND DO AN S-TURN TO STAY BEHIND THE BARON. IT APPEARS ON THE RADAR SCOPE THAT THE B757 PASSES THE BARON. LCL CTL THEN SENDS THE BARON AROUND. THE B757 LANDS ON RWY 28L. THE BARON IS ON ABOUT A 1 MI FINAL; AND THE LCL CTLR HAS THE BARON MAKE A 360 DEG TURN AND CLEARS THE BARON TO LAND ON RWY 28R. NO WAKE TURB WARNING ISSUED TO THE BARON. IT APPEARS THERE WERE 2 VIOLATIONS OF THE 7110.65 CHAPTER 7-6-7 FOR THE OVERTAKE OF THE BARON BY THE B757. AND CHAPTER 5-5-4 SECTION F; 5 MI FOR WAKE TURB FOR THE SMALL ACFT LNDG BEHIND A B757. THE ONLY THING THAT COULD PREVENT THIS WOULD BE TO GIVE THE PERSON WORKING THE LCL CTL POS ADDITIONAL TRAINING.
