EXAMPLE OF PROBS WITH FLT PLANS FILED FROM IAD TO POINTS W: A) ACFT FILES -- IAD..LDN.J134.STL..MCM.BQS4.MCI. B) PREFERRED DEP RTE SHOWS: +BLUES..LDN.J134.HNN+. C) CTLR ISSUES FOLLOWING CLRNC: 'CLRED TO THE KANSAS CITY ARPT VIA THE CAPITOL 5 DEP RADAR VECTORS TO BLUES DIRECT LINDEN J134 HENDERSON THEN AS FILED.' D) INFLT; ACFT FLIES FROM HENDERSON DIRECT TO STL INSTEAD OF STAYING ON J134. THE ROUTING OF J134 CROSSES THROUGH HNN AS WELL AS STL. THIS IS CAUSING A PROB WITH ZID AND HAS CAUSED IAD TO INITIATE; TO DATE; 4 INVESTIGATIONS. IAD MGMNT SUGGESTS AVOIDING THE PROB BY CLRING THE ACFT VIA THE FOLLOWING: 'CLRED TO THE KANSAS CITY ARPT VIA THE CAPITOL 5 DEP RADAR VECTORS TO BLUES DIRECT LINDEN AS FILED;' (LEAVING OUT J134 AND HNN). ALTHOUGH THIS IS A CORRECT ROUTING TO READ THE PLT; FAAO 7110.65 PARAGRAPH 4-2-1 SAYS TO ISSUE THE PDR WHEN APPLIED; THEREFORE; THIS DIRECTIVE FROM LCL MGMNT WOULD VIOLATE FAA ORDERS. IN ADDITION; SOME OF THESE ACFT THAT HAVE CAUSED PROBS RECEIVED THEIR CLRNC VIA COMPUTER AND NEVER TALKED WITH CLRNC DELIVERY. THEREFORE; THE SUGGESTED MGMNT FIX WOULD NOT SOLVE ALL ISSUES. I PROPOSE THE FOLLOWING SOLUTIONS: A) TRAIN THE PLTS ON THE ROUTING OF J134 AND ON THE PROPER WAY TO FLY THE CLRNC. B) THE COMPANIES NEED TO BE ADVISED SO THAT THEY FILE ACCORDING TO THE PDR SO THAT THE PDR NEVER COMES UP. C) FIX THE ZDC COMPUTER TO RECOGNIZE THAT THESE ACFT ARE AS FILED AND; THEREFORE; DO NOT NEED TO HAVE A PDR ISSUED.
