IFR SMA WITH ZFW EXPERIENCED CONFUSION REGARDING ATC CLRNC FOR GPS RWY 14 APCH PROC AT GDJ.
Narrative
I WAS ON AN IFR FLT TO GDJ. WX AT DEST WAS BROKEN AT APPROX 3400 FT AGL. AT APPROX 36 NM (18 MINS) W OF MQP; THE IAF FOR RNAV 14 APCH; I REQUESTED DSCNT TO MQP; BECAUSE ZFW STILL HAD ME AT 9000 FT MSL. I WAS CONCERNED ABOUT BEING TOO HIGH AT IAF (MQP) 2600 FT MSL. FORT WORTH CLRED ME TO 7000 FT MSL; I AM NOW APPROX 16 MINS FROM MQP; AND ASKED ME WHICH APCH I WANTED. I TOLD HIM RNAV 14. THE CTLR CAME BACK AND SAID THERE WAS NOT AN RNAV APCH TO GDJ. I TOLD HIM WAS LOOKING AT THE APCH IN MY TERMINAL PROCS BOOK AND ON MY GPS. HE ASKED ME TO HOLD. HE CLRED ME TO 4000 FT MSL AND BY NOW I AM WITHIN 3 NM TO MQP AT 4000 FT. WHEN HE CAME BACK I HAD TURNED ONTO THE PUBLISHED APCH COURSE AND WAS ESTABLISHED; STILL AT 4000 FT MSL (1400 FT TOO HIGH). AT THIS POINT HE HAD NOT OFFERED ANY HELP; EXCEPT TO CONTACT SOMEONE ELSE. (I DID NOT UNDERSTAND.) I WAS NOW AT 4000 FT AT IGADY WAYPOINT STILL 1400 FT TOO HIGH. AT THIS POINT; ALTHOUGH NOT CLRED FOR THE APCH; I DSNDED TO 3100 FT MSL TO TRY AND COMPLETE THE APCH AND WAS JUST CLR OF CLOUDS. THE CTLR SAID I DID NOT HAVE PERMISSION TO LEAVE 4000 FT; SO I CLBED BACK TO 3900 FT MSL; AT WHICH POINT THERE WAS A BREAK IN THE CLOUDS; I CANCELED MY IFR AND DSNDED. THERE IS CLEARLY AN RNAV (GPS) 14 APCH. THE CTLR NEVER OFFERED ANY HELP AND CERTAINLY WASTED VALUABLE TIME OVER A PERIOD OF 15-20 MINS. I DID DSND FROM 4000 FT WITHOUT PERMISSION. THE OPTION WAS TO FLY PAST THE ARPT (5 NM AWAY) OR COMPLETE THE APCH THAT I WAS CERTAINLY ESTABLISHED ON. ONE OTHER POINT WHEN THE CLR SAID THERE WAS NOT AN RNAV APCH AND CAME BACK; HE SAID (AT LEAST WHAT I HEARD) THERE WAS A TSS APCH AND I TOLD HIM I DID NOT KNOW WHAT THIS WAS. HE COULD HAVE SAID GPS; HOWEVER; WHEN I REPEATED TSS APCH HE DID NOT CORRECT ME.
