C90 CTLR VOICED CONCERN REGARDING ORD TWR HEADING ASSIGNMENT PROC THAT RESULTS IN HVY ACFT BEING ROUTED OVER PWK AT LOW ALTS.

Narrative

I WAS ASSIGNED THE E/N DEP POS. ORD WAS ON A PLAN X CONFIGN. AT APPROX XA12Z; ACR X; A B747; DEPARTED RWY 32L ON A TWR ASSIGNED HDG OF 020 DEGS. AT APPROX XA17Z; ACR Y; B777; DEPARTED RWY 32L ON A TWR ASSIGNED HDG OF 020 DEGS. THERE WERE SEVERAL MORE SIMILAR TYPE ACFT DEPARTING RWY 32L ON SIMILAR TYPE HDGS. WHAT MAKES THIS OP UNSATISFACTORY IS THAT BOTH OF THESE DEPS WERE ISSUED A VECTOR BY ORD TWR THAT TOOK THESE FLTS DIRECTLY OVER THE PWK ARPT. THE DAY WAS VFR; THE HVY DEPS ACTUALLY COMPLIED WITH THE SID; BUT NOT WITH MUCH TO SPARE. HOW DIFFICULT WOULD IT BE FOR ORD TWR TO ISSUE A 330 DEG HDG AND INDICATE YOUR CTL ON THE DEP STRIP? HOW DIFFICULT WOULD IT BE TO ISSUE A 040 DEG HDG SO AS NOT TO PUT THAT HVY DEP DIRECTLY OVER PWK? A GOOD OPERATING TECHNIQUE THAT HAS BEEN LOST WAS TO NEVER PUT THAT HVY DEP OVER PWK. PROPOSED SOLUTION: I THOUGHT THAT ORD TWR WAS TO STOP VECTORING THE HVY; LONG-HAULERS OVER PWK; BUT I CANNOT FIND THE DOCUMENT IN THE R AND I (READ AND INITIAL). MY SUGGESTION IS FOR ORD TWR TO STOP VECTORING THE HVY; LONG-HAULERS OVER PWK.
