NCT TRACON CTLR EXPERIENCED OPERROR AT 7000 WHEN INTERNAL PROCS FOR DISPLAYING SFO RWY 28 DEPS WAS NOT FOLLOWED AND SEPARATION WAS LOST.

Narrative

WHILE WORKING THE SUTRO SECTOR; I IDENTED ACFT X OFF OF OAKLAND WITH AN INITIAL CLB TO 5000 FT FOR TFC AT 10 O'CLOCK POS CLBING OUT OF 5000 FT. I TURNED ACFT X ABOUT 2 MI OFF THE DEP END OF RWY 29 TO A 270 DEG HDG NOTING THAT HE WAS NOT ABOVE TFC AT 10 O'CLOCK POS AND 3500 FT ON A PHOTO MISSION. I ALSO HAD TFC AT HIS 11 O'CLOCK POS AT 11000 FT INBOUND SFO WANTING A N DOWNWIND WITH AN EARLY DSCNT. I WAS NOT AWARE OF THE RICHMOND TFC THAT ALSO DEPARTED RWY 28 SFO. I CLBED ACFT X TO 10000 FT WAITING FOR THE SBOUND TURN TO GO BEHIND THE SFO N DOWNWIND ACFT. STILL UNAWARE OF THE RWY 28 STRAIGHT OUT NOT DISPLAYED YELLOW ON MY SCREEN. WHEN I CHKED THE AREA I WAS GOING TO TURN ACFT X S; I SAW THE B747 TFC THAT DEPARTED RWY 28 SFO A FEW HUNDRED FT ABOVE ACFT X NWBOUND. I ISSUED ACFT X 7000 FT AT THAT TIME; THEN TURNED THE ACFT NBOUND. ALL POS WERE BUSY WITH A HVY LOAD. THE PROC FOR A RWY 28 STRAIGHT OUT IS TO HAVE HIM DISPLAYED YELLOW WITH A VERBAL ACKNOWLEDGEMENT WHEN AIRBORNE. WAS BUSY; I DON'T RECALL THE VERBAL. THE ACFT IS ALSO SUPPOSED TO DEPART WITHIN 2 MINS OF SCAN ACCORDING TO SOP'S BTWN THE TRACON AND SFO TWR. THIS RARELY HAPPENS BUT SHOULD MORE OFTEN. THE COORDINATING POS ALSO MAKES A VERBAL TO THE SUTRO CTLR THAT A STRAIGHT RWY 28 WAS SCANNED. ANOTHER REMINDER THAT MAY HAVE PREVENTED THE ERROR.
