ZFW CTLR VOICED CONCERNS REGARDING NEW OPS PROCS FOR GYI; CITING LACK OF APPROPRIATE COM EQUIP TO CONDUCT OPS.
Narrative
THE ARPT AT GYI HAS BEGUN OPERATING A CTL TWR. UNTIL JUL/XA/08; THE TWR IS STRICTLY ADVISORY; BUT WE HAVE BEEN INSTRUCTED TO TREAT IT LIKE WE WILL ON/AFTER JUL/XB/08 FOR PRACTICE. UNFORTUNATELY; THE ONLY MEANS OF COM WE HAVE WITH THIS TWR IS A PHONE LINE ACCESSED THROUGH THE FACILITY PABX SYS. ACFT Y WAS ON THE VOR APCH TO GYI AND HAD BEEN SWITCHED TO THE ADVISORY/TWR FREQ. TFC WAS OBSERVED IN CLOSE PROX TO ACFT X AND I ATTEMPTED TO CONTACT THE TWR TO RELAY A WARNING. 3 ATTEMPTS RESULTED IN A BUSY SIGNAL EACH TIME. ACFT Y RPTED BACK ON FREQ HAVING SPOTTED THE TFC AS THEY LEFT HIPAN FROM THE HOLDING PATTERN AND BROKEN OFF THE APCH. TO RELY UPON A PHONE CALL; WITHOUT A DEDICATED CIRCUIT; FOR ATC COM AND CTL IS UNSAFE. THE TIME IT TAKES US TO DIAL THE NUMBER AND COMPLETE THE CALL IS SIGNIFICANT AND DURING THIS TIME WE CANNOT 'JUMP OFF' THE LINE EASILY TO COMPLETE OTHER DUTIES. MGMNT HAS THE ABILITY TO PROGRAM A SPEED DIAL NUMBER; BUT WILL NOT. WHEN JUL/XB/08 ROLLS AROUND AND THIS BECOMES 'REAL' ATC; SOMETHING BAD IS GOING TO HAPPEN. MGMNT IS ALREADY ON NOTICE THAT WE CANNOT COMPLY WITH THE TERMS OF THE LOA WRITTEN WITH ZFW AND GYI TWR BECAUSE WE CANNOT POSSIBLY PROVIDE THE REQUIRED 10 MINS MINIMUM NOTICE IN SEVERAL SITUATIONS; BUT THEY SEEM NOT TO CARE.
