PWK CTLR VOICED CONCERN REGARDING C90'S INITIATED NON STANDARD PWK DEP PROCS; ALLEGING POTENTIAL SAFETY CONCERNS.

Narrative

PWK IS A RELIEVER ARPT LOCATED APPROX 9 MI N OF ORD. DEPENDING ON THE CONFIGN ORD UTILIZES; PWK CAN EXPERIENCE LENGTHY DELAYS OBTAINING IFR RELEASE FROM C90 (TRACON). THE SID WE USE FOR IFR DEPS IS THE PWK 2. FOR ACFT DEPARTING RWY 16; THE SID HAS 3 COMPONENTS. THE PWK 2 SID REQUIRES ACFT DEPARTING RWY 16 TO EXECUTE A R TURN WITHIN 1 NM OF THE DEP END OF THE RWY (TO REMAIN CLR OF THE 345 DEG RADIAL OF ORD NAVAID; THEREBY REMAINING CLR OF ORD RWY 14L TFC. NEXT CLB AND MAINTAIN 3000 FT (TO REMAIN BELOW ORD DEPS); AND TO EXPECT RADAR VECTORS TO THE FIRST FIX. IF TIME IS TAKEN TO STUDY THE PWK 2 IT IS NOT DIFFICULT. TO THE UNINITIATED; IT HAS CAUSED PROBS. COUPLE THIS WITH AN EFFORT TO EXPEDITE DEPS; AND TO REMAIN CLR OF IFR INBOUNDS TO RWY 16; LEADS TO THE PROB. C90 RELEASES WERE INITIALLY AMENDED; WITHOUT PROPER COORD. THERE EXISTS THE POSSIBILITY FOR CONFLICT FOR DEPS ISSUED A R TURN VIA THE PWK 2 HDG N AND E (A MAJORITY). IN AN EFFORT TO AVOID THE CONFLICT AND TO REMAIN WELL CLR; THE RELEASE OF 2 ACFT WERE AMENDED TO 'OVERFLY THE ARPT; FLY HDG 090 DEGS E OF THE ARPT; THEN FLY THE ASSIGNED HDG 360-040.' ONE OF THE ACFT AFTER THE FREQ CHANGE TO DEP WAS UNCLR ON THE INSTRUCTIONS AND REMAINED EBOUND TOWARD ORD RWY 22R INBOUNDS. C90 RESOLVED THE SITUATION WITH A TURN NBOUND. NO EVASIVE ACTIONS WERE REQUIRED; NO AIRSPACE VIOLATED; HOWEVER; THE POTENTIAL FOR CONFLICT DID EXIST. LOST COM WAS A MAJOR CONCERN. CORRECTIVE ACTION: ADHERE TO PROCS AND THE LOA.
