ANC LCL CTLR DESCRIBED CONFLICT EVENT WHEN ARR TFC REPORTED TCAS RA WITH VFR TFC BEING WORKED BY APCH CTLR; INTRAFAC COORD FAILED.
Narrative
AN H/747; ADVISED THE ANC GND CTLR THAT THEY RECEIVED A TCAS RA WHILE ON FINAL TO ANC. TRACON (A11) HAD A VFR ACFT (C207) ON THEIR FREQ. THE RADAR CTLR GAVE A TFC CALL AND A WAKE TURB ADVISORY TO THE C207. THE C207 CONFIRMED THEY HAD THE TFC IN SIGHT; THEN PROCEEDED TO FLY TOWARD THE H/747 AND PASSED 400 FT OVERTLY FROM THE H/747. THE C207 WAS VFR AND RPTED THE TFC IN SIGHT. ANC IS CLASS C AIRSPACE. WE HAVE SMALL ACFT PASSING UNDER AND OVER HVY ACFT ALL DAY LONG WHEN WE ARE IN UNUSUAL RWY CONFIGNS. THERE ARE SEVERAL CORRECTIONS TO THE USE OF CLASS C AIRSPACE AT ANC: 1) PROTECT FINAL AT ANC FROM 10 MI OUT. 2) HAVE FINAL CTLR RESOLVE ALL CONFLICTS; EVEN NEW ONES THAT POP UP TO THRESHOLD. CALLS LCL CTLR WHEN HIS TFC CONFLICTS WITH TFC THAT LCL CTL HAS; AND INFORMS LCL CTL THAT HIS TFC HAS LCL CTL TFC IN SIGHT AND CONFLICT IS RESOLVED. 3) FINAL CTLR NEEDS TO RESOLVE ALL CONFLICTS PRIOR TO SWITCHING THE ACFT TO LCL CTLR. AFTER AN OPEN DISCUSSION AMONGST CTLRS; THE CONCLUSION WAS REACHED THAT MULTIPLE OUTDATED PROCS NEEDED TO BE READDRESSED AND CORRECTED. FINAL RADAR CTLR PROTECTS ALL THE WAY TO THE THRESHOLD. NOT ALWAYS SO AT ANC.
