A C206 PILOT REPORTED A NEAR MISS WITH A J4 CUB IN THE PATTERN AT PBG.

A C206 PILOT REPORTED A NEAR MISS WITH A J4 CUB IN THE PATTERN AT PBG.

Narrative

WHILE DEPARTING RWY 17 AT PBG; I HAD JUST LEFT THE GND WHEN A J4 PIPER CUB PASSED ME AT THE SAME ALT IN THE OPPOSITE DIRECTION. HE WAS FLYING JUST ABOVE THE GND OVER THE GRASSY AREA BTWN THE RWY AND TXWY. WE MISSED EACH OTHER BY APPROX 100 FT. I CALLED THIS TFC OUT TO THE OTHER ACFT WHO WERE IN THE PATTERN FOR A LNDG ON RWY 17 AND ADVISED THEM THAT HE WAS NOT TALKING NOR WAS HE SHOWING UP ON MY TCAD. THE PIPER WAS ALMOST IMPOSSIBLE TO SEE AGAINST THE FOLIAGE. I TURNED R FOR A DOWNWIND DEP AND WHEN I LEVELED AT 2000 FT; THE PIPER WAS AGAIN COMING STRAIGHT AT ME FROM MY 2 O'CLOCK POS. I IMMEDIATELY DSNDED AND HE PASSED OVER ME BY NO MORE THAN 50 FT. AN EMB-110 BANDEIRANTE IN THE PATTERN WAS ALSO FORCED TO DEVIATE AND A KING AIR WAS FORCED TO REVERSE PATTERN AND LAND BEHIND THE PIPER TO PREVENT A COLLISION. THE PIPER THEN DEPARTED THE AREA AND WAS LATER FOUND LNDG AT A NEARBY ARPT. A PLT LANDED BEHIND THE PLANE AND TALKED WITH THE PLT ABOUT HIS ACTIONS. HE STATED THAT HE WAS LNDG AGAINST THE WIND AND ALL THE OTHER TFC WAS 'IN VIOLATION OF THE REGS.' HE ALSO STATED THAT HIS RADIO WAS BAD BUT HE 'CALLED THE ARPT ON THE PHONE TO SEE IF ANY AIRLINERS WERE LNDG.' HE DID NOT KNOW WHAT AN ASOS OR AWOS WAS AND EXPRESSED AMAZEMENT AT WHAT ONE WAS.
