AT APPROX 1.3 MI FROM RWY; ACFT X PF REMOVED INSTRUMENT VISOR AND TRANSITIONED TO VISUAL LNDG APCH. APPROX 5-6 SECONDS LATER ACFT X PF DETECTED ACFT Y SLIGHTLY AHEAD AND TO THE L; BELLY-UP TO ACFT X. ACFT X INITIATED R TURN AND WAVE-OFF TO DECONFLICT. RECOMMENDATIONS: VFR SEE-AND-AVOID FAILURE BY BOTH ACFT. ACFT X COULD HAVE MADE ADDITIONAL CALLS ON FINAL. FLT EXAMINER IN L SEAT OF ACFT X NEEDED TO MORE CAREFULLY CLEAR FLT PATH. PF OF ACFT X NEEDED TO IMMEDIATELY ASSUME VISUAL CLRNC EFFORTS AS SOON AS HOOD REMOVED.
