Narrative
I WAS INSTRUCTING ON ANOTHER LCL POS; WHEN MY TRAINEE COMMENTED 'WHY DO WE HAVE 2 ACFT LNDG ON EACH OTHER.' I TURNED TO LOOK AND SAW ACFT #1 ABOUT 20-30 FT FROM THE THRESHOLD OF RWY 18 ABOUT 15 FT IN THE AIR; AND JUST ABOUT READY TO FLARE; ACFT #2 WAS APPROX 35 FT BEHIND; AND 35-40 FT ABOVE; DSNDING FOR THE RWY. ABOUT THIS TIME; I HEARD THE INSTRUCTOR OF THE STUDENT CTLING THE OTHER LCL POS INSTRUCT ACFT #2 TO GO AROUND. ACFT #2 WAS IN SUCH A POS THAT THEY COULD NOT SEE ACFT #1 BELOW THEM. DURING THIS TIME WE HAD TRAINING GOING ON AT 3 POS AT THE SAME TIME; WITH A SUPVR PERFORMING THE CAB SUPVR OVERSIGHT. THE TWR WHERE I WORK HAS SPLIT LCLS; AND DUE TO A MANDATE FROM THE ATM; WE HAVE BEEN WORKING RADAR; AND 2 LCL POS IN THE CAB; SO THAT 3 CTLRS ARE SHARING 2 D-BRITE SCOPES. EACH CTLR IS RESPONSIBLE FOR RA'S; TO THE ACFT THEY ARE TALKING TO; AND WHEN IT GETS BUSY IT IS VERY DIFFICULT TO READ THE DATA BLOCKS. IT IS ALSO VERY DISTRACTING TO HAVE THAT MUCH TRAINING GOING ON AT A TIME. THIS OP I FEEL IS VERY UNSAFE; AND EVEN THOUGH WE HAVE BROUGHT UP OUR CONCERNS TO MGMNT FOR THE PAST 3-4 WKS; NOTHING IS BEING DONE. I FIRMLY BELIEVE THERE WILL BE OTHER CLOSE CALLS; THAT WILL BE RPTED IN THE FUTURE.
