Narrative
I WAS ON FINAL APCH TO LAND ON RWY 14 GAI AT APPROX 70 KTS. MY PLANE'S LNDG LIGHT WAS ON AND WORKING. AN SMA WAS WAITING AT THE HOLD SHORT LINE. WHEN I WAS APPROX 800 FT FROM THE THRESHOLD AND 200-300 FT AGL; THE SMA STARTED MOVING TOWARD THE RWY. I HEARD A RADIO XMISSION THAT WAS DIFFICULT TO UNDERSTAND; BUT UNDERSTOOD THAT IT WAS THE SMA. I KEYED THE MIKE AND STATED; 'ACFT IS ON SHORT FINAL RWY 14 MONTGOMERY.' THE SMA CONTINUED TO ENTER THE RWY AND ACCELERATE EVEN BEFORE IT WAS LINED UP ON THE CTRLINE. I WAS ABOUT 75-100 FT AGL AND 200-300 FT FROM THE END OF THE RWY WHEN I BEGAN A GAR PROC. I KEYED THE MIKE AND SAID; 'ACFT IS GOING AROUND.' DUE TO THE PROX OF TREES; I WAS TOO LOW TO MOVE TO THE R AND CLR OF THE RWY. I MAINTAINED VISUAL CONTACT WITH THE SMA; BEGAN CLBING; AND BEGAN MOVING TO THE R WHEN I WAS ABOVE THE TREETOPS. THE SMA LIFTED OFF ABOUT 1000 FT DOWN THE RWY AND BEGAN CLBING. I WAS ABOUT 200 FT AGL AND THE SMA WAS ABOUT 100 FT AGL AND APPROX 75-100 FT TO MY L AS I PASSED HIM. I CALLED ON THE RADIO AND SAID; 'THAT WAS A STUPID; STUPID THING TO DO.' HE RESPONDED; 'MY BAD.' I TOLD THE PLT THAT I WANTED TO SPEAK TO HIM ON THE GND. I LANDED AND THE SMA LANDED SHORTLY THEREAFTER. AS I WAS SECURING MY AIRPLANE; 2 MEN WALKED OVER. THEY INTRODUCED THEMSELVES AS THE PLT AND HIS INSTRUCTOR. THE PLT SAID HE WAS A STUDENT PLT ON HIS SECOND SOLO FLT. THE INSTRUCTOR CONFIRMED THAT HE HAD BEEN ON THE GND WATCHING. I ASKED THE PLT IF HE HAD SEEN MY PLANE APCHING TO LAND. HE SAID THAT HE HAD. I ASKED IF HE HAD HEARD MY RADIO CALLS. HE CONFIRMED THAT MY RADIO CALLS HAD BEEN LOUD AND CLR. I ASKED WHAT HAPPENED AND HE SAID THAT HE MISJUDGED HOW MUCH TIME HE HAD HAD BEFORE MY PLANE GOT TO THE RWY.
