AN ACR PILOT IS CONCERNED ABOUT UNCONTROLLED ARPT OPS WHILE THEIR ACFT'S TCAS IS INOP AND ABOUT CTAF ARPT RWY INCURSIONS DURING ACR OPS.

Narrative

ON LNDG AT ZZZ; AN UNCTLED NON-TWRED ARPT; WE HAD A NEAR RWY INCURSION WITH A GA SINGLE-ENG ACFT. RADIO COM AT THE LAST MOMENT. THE OTHER ACFT ONLY RPTED ITS TKOF ROLL; NOT ITS TAXI; NOR ITS INTENTION TO TAKE OFF. UPON ENTERING THE ARPT TFC PATTERN; I ANNOUNCED OUR ACFT TYPE AND POS IN THE LNDG PATTERN SEVERAL TIMES; ALONG WITH OUR INTENDED RWY FOR LNDG. NO OTHER ACFT RPTED OPERATING ON OR NEAR THE ARPT. ON SHORT FINAL TO RWY 2 BELOW 100 FT AGL; WE HEARD ANOTHER ACFT RPT ITS TKOF ROLL ON RWY 8; AN INTERSECTING RWY. THE END OF RWY 8 WAS NOT VISIBLE TO US AS WE WERE SO LOW TO THE GND. I RPTED THAT WE WERE LNDG AND ON SHORT FINAL ALMOST OVER THE NUMBER'S I TOLD THE PF NOT TO GO AROUND AS I WAS AFRAID OF HITTING THE OTHER ACFT IN THE AIR. IF THERE WAS GOING TO BE A COLLISION; I WOULD RATHER HAVE IT ON THE GND. THE OTHER ACFT RPTED THAT IT WAS DISCONTINUING ITS TKOF AND WE LANDED NON-EVENTFULLY. FIRST; I HAVE NOT COMMITTED THE MEL LIST TO MEMORY; BUT NO PART 121 AIR OP SHOULD BE DISPATCHED TO AN UNCTLED FIELD WITHOUT AN OPERATING TCAS SYS. SECOND; A CLOSE LOOK NEEDS TO BE TAKEN BY THE FAA AT RWY INCURSION POSSIBILITIES FOR PART 121 OPERATORS OPERATING AT UNCTLED FIELDS. THIS INCIDENT COULD HAVE EASILY TURNED INTO A DISASTER; EVEN THOUGH MY FO AND I FOLLOWED UNCTLED FIELD TFC PATTERN AND RADIO DISCIPLINE.
