DASH8 FLT CREW REPORTS TAKING RWY AS TWIN CESSNA LANDS OPPOSITE DIRECTION DURING EARLY MORNING DEPARTURE AT CTAF ARPT. CESSNA HAD CANCELED IFR BUT NOT ANNOUNCED INTENTIONS ON CTAF FREQUENCY.

Narrative

GOOD; VERY DARK NIGHT VMC. WE TAXIED OUT AFTER ACR Y AND HAD TO WAIT FOR THEM TO CHK ON WITH ATC TO RECEIVE OUR CLRNC. AFTER ACR Y DID SO; ATC CLRED A TWIN CESSNA (ACFT Y) FOR AN APCH TO RWY 2. WE TOOK CARE OF SOME BUSY WORK WHILE WAITING FOR HIM TO LAND. THE TWIN CANCELED IFR AND ATC TOLD US WE WERE CLRED FOR TKOF; BUT TO WATCH FOR THE TWIN WHO WAS MANEUVERING TO LOSE ALT. WE WERE POSITIONED RIGHT AT THE HOLD SHORT LINE AND ON THE TXWY CTRLINE; SO MY VIEW OF THE TWIN WAS OVER MY L SHOULDER. I TURNED MY ATTN INTO THE COCKPIT FOR A FEW SECONDS AND UPON LOOKING BACK COULD NO LONGER SEE THE TWIN. I PRESUMED HE MUST BE BEHIND US; POSITIONING FOR A L DOWNWIND FOR RWY 20. MY FO MADE RADIO CALLS ON CTAF (SAME AS TWR FREQ) ASKING THE TFC WHERE HE WAS; BUT THE CESSNA NEVER MADE ANY RADIO CALLS. AFTER 5 MINS (I LOOKED AT THE CLOCK) AND NO AIRPLANE; WE DISCUSSED TAXIING AND WE DISCUSSED THE POSSIBILITY IT HAVING HEADED TO ANOTHER LCL ARPT. THEN THE RWY LIGHTS; TURNED ON BY ACR Y; SHUT THEMSELVES OFF. WE WAITED FOR APPROX 1 MIN THEN I TURNED THE LIGHTS ON WITH 5 CLICKS OF THE RADIO. WE DISCUSSED THE IMPROBABILITY OF AN AIRPLANE LNDG ON SUCH A DARK NIGHT WITH NO ARPT LIGHTING AND DECIDED HE MUST HAVE LEFT THE AREA. CONSEQUENTLY; WE STARTED TURNING ONTO THE RWY (SELF-ANNOUNCING THE WHOLE TIME) AND HAVING MADE MOST OF THE TURN WITH THE NOSE GEAR JUST GETTING TO RWY CEMENT AND THE MAINS DEFINITELY OVER THE HOLD SHORT I SAW THE LNDG LIGHTS OF THE TWIN ROLLING OUT. WE DID A SUDDEN STOP AND IT WAS EVIDENT TO ME HE WAS INTENDING TO ROLL OUT FULL LENGTH. I PROCEEDED TO FLASH THE LNDG AND FLARE LIGHTS AT THE TWIN; AND IT SLOWED TO TAXI OFF AT THE TXWY INTXN JUST BEFORE THE END. HE NEVER MADE A CALL. WE THEN TOOK OFF AND; WHILE CLBING OUT AND TALKING TO CTR A FEW MINS LATER; THE TWIN CALLED CTR AND TOLD CTR HE WAS ON THE GND. THE TWIN CESSNA NEVER MADE ANY RADIO CALLS AND WE COULD NOT SEE HIM.
