A CE650 DEPARTING ON THE TEB 5 SID WAS DISTRACTED BY A FLAP RETRACTION PROB AND CLBED TO 2000 FT BEFORE DSNDING TO 1500 FT.
Narrative
AS WE WERE CLEARED FOR TKOF ON RWY 24 AT TEB; I RE-BRIEFED THE RWY 24 DEP SID (FLY RWY HDG UNTIL 1500 FT THEN R TURN TO 280 DEGS AND MAINTAIN 1500 FT UNTIL THE 4.5 TEB DME THEN CLB TO 2000 FT). 1500 FT WAS SET IN THE ALT PRE-SELECT. ALTIMETERS WERE SET FOR CURRENT ATIS SETTINGS. THE TKOF WAS NORMAL WITH STANDARD CALLS; AND THE CAPT ENGAGED THE AUTOPLT PASSING THROUGH 1000 FT. WE CLBED TO 1500 FT AND STARTED OUR TURN TO 280 DEGS. AS WE WERE PERFORMING OUR AFTER TKOF CHECKLIST WE DISCOVERED THAT OUR FLAPS INDICATED FLAPS 20 AND THE FLAP SELECTOR WAS IN THE FULL UP LOCATION. WE ALSO HAD A FLAPS INOP LIGHT; THE CAPT RESET THE FLAPS AND THEY BEGIN TO TRACK UP. AS THE FLAPS CAME UP THE AUTOPLT STARTED AN UNCOMMANDED CLB. CONCURRENTLY I WAS WATCHING THE TCAS AND MAKING A VISUAL CONTACT WITH THE B737 THAT WAS COMING FROM OUR R. I INFORMED THE CAPT THAT I HAD A VISUAL ON THE TFC; DURING THIS TIME THE DEP CTLR ASKED OUR ALTITUDE AND I STATED 1500 FT AS THIS WAS THE ALTITUDE RIGHT BEFORE I TURNED TO LOOK OVER MY R SHOULDER AT THE TFC; I WAS OUTSIDE THE COCKPIT WITH MY EYES ON THE TFC WHEN I MADE THAT CALL. I THEN HEARD THE AUTOPLT DISCONNECT BELL AND FELT THE ACFT START A DSCNT. THE CTLR STATED THAT WE WERE AT 2000 FT. WHEN I LOOKED BACK IN AT THE ALTIMETER WE WERE DSNDING THROUGH 1700 FT. THE CAPT HAD DISCONNECTED THE AUTOPLT AND STARTED A DSCNT. NEXT THE CTLR STATED WE WERE CLEAR OF TFC AND COULD CLB TO 2000 FT. SUPPLEMENTAL INFO FROM ACN 809177: I PUSHED THE FLAP RESET BUTTON AND THE FLAPS SUDDENLY RETRACTED. THIS SUDDEN CHANGE IN FLT CONFIGURATION CAUSED THE AUTOPLT TO START AN UNCOMMANDED CLB. I IMMEDIATELY DISCONNECTED THE AUTOPLT TO STOP THE CLB. AT THE SAME TIME I WAS WATCHING THE TCAS AND GETTING CONFIRMATION FROM MY CO-PLT THAT HE HAD VISUAL CONTACT ON OUR TFC. AS WE WERE DSNDING THROUGH 1700 FT THE CTLR STATED WE WERE CLEAR OF THE TFC AND COULD CLB TO 2000 FT.
